Construction and modernization of fire alarm and fire-extinguishing systems in sites of the ATRD

This public procurement is divided into four distinct positions in depending on the location of the sites and the type and scope of the activities included therein, and aims to perform-replacement of elements of fire extinguishing and fire alarm systems and activities related to the design, delivery and installation of fire extinguishing systems in the sites of the DG ATV

Main Site: The place of execution of the order is the Single Air Traffic Management Center, Sofia, Brussels 1. The present contract is intended to carry out the following activities: redesigning on the basis of existingthe project and general repairs related to replacement of elements of the existing fire alarm system in the Single Air Traffic Management Center, dismantling of old and delivery and installation of new equipment, adjustment and testing (including single ones and 72-hour sample) of the fire alarm system, training of the contractor's staff, etc. activities detailed in the AppendixNo. 1 to the technical specification from the documentation

Based on the existing IPR project, the contractor should perform a redesign by completing the project so that the new elements with the relevant links and addresses are reflected. All necessary connecting cables, power and fasteners, as well as all necessary accessories for installation of the equipment, must be provided. Must-all necessary communication modules, communication interfaces, and other necessary hardware and software elements required to integrate with the existing Building Buildings Integrator (EBI) software platform into the ATM Building Management System (ASC). A table with an address space code for an item must be provided to the assignor(s) of the IPR, as well as other information necessary for their incorporation and integration into the EBI.

Participants should hold a certificate of competency (certificate) under Art. 17b, para. 1 or under Art. 17b, para. 2 of the Atmospheric Cleanliness Act (CAA) and have been entered in the information database under Art. 17b, para. 5 of the CAA of the General Directorate "Fire Safety and Protection of the Population" (DG FAT) When a non-resident is involved, the same must have an equivalent document and be entered in a similar register under the law of the Member State where he is established.

When submitting the tender, the participant declares its compliance with the selection criterion by filling in the ENEDOP Part IV "Selection Criteria", Section A "Fitness", field "Entry into an appropriate professional register".

Proof of the fitness for exercise of a professional activity The participant presents: - a certified copy of the certificate of competence under Art. 17b, para. 1 of the CAA, issued under the conditions of Art. 10 (5) and (7) of Regulation (EC) No 517/2014 and Ordinance No 1 of 17 February 2017 on the procedure and manner of training and the issue of qualification documents for persons, -carrying out activities with equipment containing fluorinated greenhouse gases as well as for the documentation and reporting of the emissions of fluorinated greenhouse gases, hereinafter referred to as Ordinance No. 1 dated 17.2.2017, or

- a certified copy of the certificate of competency (certificate) Art. 17b, para. 2 of the CAA according to the requirements of Art. 10 (6) of Regulation (EC) No 517/2014, issued under conditionArt. 10 para. 5 and 7 of the Regulation and of Ordinance No. 1 of 17 February 2017. For legal entities, a list of the personnel from natural persons under Art. 14, para. 2, item 3 of Ordinance No. 1 of 17 February 2017.

All the documents proving the fitness for exercise of professional activity shall be submitted by the selected contractor before the conclusion of the contract-for the award of the contract under the respective lot (Article 67, paragraph 6 of the Public Procurement Act) and under the conditions of Art. 67, para. The Contracting Authority shall withdraw from participation in the tender procedure a participant for whom one of the following reasons arises before or during the procedure when:

1. has been convicted by a verdict in force unless he has retaliatedlit, for a crime under Art. 108a, Art. 159a 159d, Art. 172, Art. 192a, Art. 194 217, Art. 219 252, Art. 253 260, Art. 301 307, Art. 321, 321a and Art. 352 353e of NK; has been convicted by a judgment which has the force of res judicata unless he is rehabilitated for an offense analogous to the offense referred to in paragraph 1 to another Member State or third country; there are obligations for taxes and compulsory social security contributions within the meaning of Art. 162, para. 2, item 1 of the TSPC and the interest thereon, to the state or to the municipality at the headquarters of the contracting authority and the participant, or similar obligations established by an act of a competent authority under the legislation of the state in which the participant is established, unless admitted deferral, deferral or collateralisation of the obligations or obligation is by virtue of an act which has not entered into force; it was found that:(a) has submitted a false document related to the verification of the absence of grounds for removal or the fulfillment of the selection criteria, (b) has failed to provide the required information relating to the verification of the lack of grounds for removal or the fulfillment of the selection criteria; 5. is found by a punitive decree or court decision enforced, violation of Art. 61, -para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 118, Art. 128, Art. 228, para. 3, Art. 245 and Art. 301 305 of the Labor Code or Art. 13 para. 1 of the Labor Migration and Labor Mobility Act or similar obligations established by an act of a competent authority according to the legislation of the country where the participant is established; there is a conflict of interest that can not be eliminated.

Employert removed from the procedure and:

1. a participant who does not meet the selection criteria set or fails to fulfill another condition specified in the contract notice or in the documentation; a tenderer who has submitted a tender that does not meet the pre-announced terms of the contract; a participant who has submitted a tender that does not comply with the rules and requirements related to the protectionenvironmental, social and labor law, applicable collective agreements and / or provisions of international environmental, social and labor law listed in annex 10 of the Public Procurement Act; a participant who has not submitted the justification under Art. 72, para. 1 of the Public Procurement Act or whose offer has not been accepted according to Art. 72, para. 3 5 of the Public Procurement Act; participants who are connectedpersons within the meaning of - 2, item 45 of the Supplementary Provisions of the Public Procurement Act; a participant who is registered in a jurisdiction with preferential tax treatment or is controlled by a person who is registered in a preferential tax jurisdiction or participates in a civil society / consortium in which a company registered in a jurisdiction with preferential tax regime participates (under Art. 3, item 8 of the FIPOUnless otherwise applicable to any of the exceptions under Art. 4 of the ZPHODRUDPDKLDS; a participant who has been found to have an exception under Art. (Article 5 (1) (3) (a) of the ZIFODRUPPCRCLS), the 8th participant in respect of whom there is one of the circumstances referred to in Article 69 of the PPLC. to publicthe order under Lot No 1 shall be entitled to an advance payment of 20% of the value of the contract against the provision of a security guaranteeing the advance provided to the amount of such funds. The guarantee can be presented in one of the listed in Art. 111, para. 5 of the PPL forms.
