3.2. The subject of the order applies in particular:

Main Site: area of the Kalisz Pomorski Forest District

1) The subject of the order is the delivery and installation of a forest fire monitoring system with automatic smoke detection under the project "A comprehensive project for the adaptation of forests and forestry to climate change prevention, pcounteracting and limiting the effects of threats related to forest fires. "A detailed description of the subject of the contract is included in the Specification of Essential Terms of the Contract together with attachments.

2) The Contractor will perform the subject of the contract in accordance with the deadlines specified in the contract on public procurement (Annex 6 to the ToR).

3) All supplied devices and system componentsthey must be brand new.

4) All devices installed outdoors must be resistant to weather conditions.

5) Installation work must be carried out with due care.

6) The system must be controlled without visible delays.

7) The system devices must be protected by lightning protection.

8) The set must work with the automatic smoke detection system and the forest numeric map.

9) Equipment menu in Polish.

10) Instructions in Polish.

11) The Contractor will also prepare the documentation necessary for the implementation of the order as well as as-built documentation and obtain the necessary arrangements and permits to perform the order.

12) Immediately after assembly and starting the system, the Contractor will conduct free training at the Employer`s premisesordered by the Employer (at least 4 employees of the Forest District) in the area of service and administration of the subject of the order.

13) The Contractor shall provide a free service within the 60-month warranty with readiness to arrive at the place of failure within max. 48 hours. and its removal within max. 72 hours As part of the website, the contractor will provide at least 1 person who has the required rights to workc at heights, knowledge and equipment, providing him with support in the field of software and hardware used to ensure high system availability, ongoing maintenance and the shortest possible time to remove a failure.

During the warranty period the costs included:

a) warranty repairs, including any costs of using replacement equipment for the time of repair;

b) review of plansc) replacement of consumables and components requiring replacement as a result of natural wear;

d) removal of defects preventing observation up to 72 hours from the date of notification by the Employer;

e) removal of defects not requiring urgent response time up to 7 calendar days from date of notification by the Employer;

f) provision of replacement equipment in the event oftime required for repairs.

14) System installation up to 21 days from the date of signing the contract.

15) The Contractor is required to clean up the places of supply, assembly and utilization of dismantled equipment.

The Employer does not impose specific requirements as to the description of compliance with the condition of participation in the progressivein relation to the condition regarding economic viability. The condition with regard to the financial situation will be met if the Contractor demonstrates that he has the financial means or creditworthiness of at least PLN 100, 000.00.

14.1. When selecting offers in each package, the Employer will be guided by the following criteria for the evaluation of offers:

1) price 60%;

2) payment period 40%.

14.2. The method of calculating points for individual criteria:

1) Under the "Price" criterion, the offers will be evaluated using the formula:

What the price of the evaluated offer

The total price given in the Offer will be assessed under the "Price" criterion (attachedand no. 1 to the ToR). In this criterion, the Contractor may obtain a maximum of 60 points.

Due to the provisions of Art. 91 section 3a of the Public Procurement Law, if an offer has been submitted whose choice would lead to a tax obligation arising from the Employer in accordance with the provisions on tax on goods and services, the Employer shall, in order to assess such an offer, add to the price presented in it the tax on goods and services that would be requiredsettle in accordance with these provisions.

2) Criterion of payment (TP) weight 40%

Method of calculating points for the above criterion:

How to calculate points for the payment term criterionci:

a) The payment deadline criterion will be considered on the basis of the deadline declared in the offer form by the Contractor.

b) The maximum estimated payment period is 30 calendar days, the minimum is 7 calendar days.

c) If the relevant column is not filled in in the offer form or provide a payment date other than the one proposed above, the Purchaser will accept the shortesty the payment deadline, i.e. 7 days, and the Contractor will receive in this criterion 0 points

14.3. The offer of the Contractor who obtains the highest sum of points obtained in the abovementioned will be considered the most advantageous. bid evaluation criteria. The offer can receive a maximum of 100 points

14.4. If the best offer cannot be selected due to the fact that two or more offers present the same balance of price and other criteriow for the evaluation of the offers, the Awarding Entity will select an offer with a lower price from among these offers, and if offers with the same price have been submitted, the Awarding Entity shall call the Contractors who submitted these offers to submit additional offers within the time limit specified by the Awarding Entity.

14.5. If an offer has been submitted, the choice of which would lead to the Employer`s incurring a tax obligation in accordance with tax regulationson goods and services, the Employer, in order to evaluate such an offer, adds to the price presented in it the tax on goods and services, which would be obliged to settle in accordance with these provisions. The Contractor, by submitting an offer, informs the Employer whether the selection of the offer will lead to a tax obligation for the Employer, indicating the name (type) of the good or service whose delivery or servicee will lead to its creation and indicating their value without the amount of tax.
