Preliminary feasibility study of the Metropolitan Railway in the Gornośląsko-Zagłębiowska Metropolis
Reference Number: ZA.270.3 .2020
The subject of the contract is the performance of a preliminary feasibility study KMetropolitan oil in the Gornośląsko-Zagłębiowska Metropolis. A detailed description of the subject of the order is included in Annex 1 to the ToR. A detailed description of the subject of the contract is included in Annex 1 to the ToR. The following are envisaged under the Projectimplementation stages:
1) stage 1: Basic rail traffic model,
2) stage 2: short-term concept,
3) stage 3: Definition of variants for the target concept,
4) stage 4: Forecast of passenger traffic for variants in the target horizon,
5) Stage 5: Rail traffic model for variants,
6) Stage 6: Choice of variant,
7) Stage 7: Concept of track systems for the selected variant,
8) Stage 8: Operational and financial modelsowania,
9) stage 9: Synthesis.
Contractors may apply for a contract who are
not subject to exclusion based on the circumstances referred to in art. 24 paragraph 1 points 12-23 of the Public Procurement Law,
- meet the conditions for participation in the procedure specified by the Employer in the contract notice and the ToR.
Technical or professional capacity:
A. The Awarding Entity will consider the condition fulfilled if the Contractorwill show that:
a. during the last 5 years before the offer submission deadline, and if the business period is shorter - during this period, he duly performed, and in the case of periodic or continuous benefits, duly performs three feasibility studies for investments in railway line infrastructure, each separately the Contractor carried out:
• marketing and movement analyzesinvestment variants with the help of traffic forecasts and microsimulation modeling,
• technical analyzes of investment variants with cost estimation.
The value of each order separately was not less than PLN 2, 000, 000 gross.
b. in the last 5 years before the offer submission deadline, and if the business period is shorter - in this period, he has duly completed whatat least one project regarding the planning of the public transport system carried out for an area inhabited by min. 500, 000 residents (e.g. city or agglomeration, conurbation, metropolitan area).
Public collective transport system means commonly available regular passenger transport carried out at specific intervals and on a specific line or network of trfor transport purposes, however, for the purposes of the study, the Contractor must demonstrate experience in project implementation including rail transport.
B. The Awarding Entity shall consider the condition fulfilled if the Contractor demonstrates that it has at least the following persons: Project Coordinator, Chief Expert or Industry Expert lines, junctions and railway stations, Chief Expert or Bridge Industry Expertyi engineering facilities, Chief Expert or Expert in the rail traffic control industry, Chief Expert or Expert in the road industry, Chief Expert or Expert in the field of traffic forecasts, Chief Expert or Expert in the field of operational and operational analysis in rail transport, Chief Expert or Planning Expert public collective transport systems, GChief Expert or Costing Expert (Railway Industry), Chief Expert or Costing Expert (Road Industry).
The indicated persons must meet the following requirements:
a) for a person who is a Project Coordinator - have a higher education and experience in team management or bands which within the last 5 years before the expiry of the termloading offers, carried out under his management at least two studies (projects) referred to in point A, point a or point A, point b. building qualifications for unrestricted designing in the railway engineering specialty in the field of railway building structures and must have a pexperience during the last 5 years before the deadline for submitting bids as a designer or expert or coordinator in the field of lines, nodes and railway stations in the development of a minimum of five pre-project or project documentation, at least one of which must include construction design or modernization of at least a 5-way junction station.

C) for a person who is a Chief Expert or Expert in the Bridges and Engineering Facilities sector - have building qualifications for unrestricted design in bridge engineering specialty and must have experience of participation in the last 5 years before the deadline for submitting bids as a designer or an expert or coordinator of the bridge industry woworking with a minimum of two pre-project or project documentation for the construction or modernization of railway bridges or viaducts.
d) for a person who is the Chief Expert or Expert in the rail traffic control industry - have building qualifications to design without restrictions in the engineering specialty of rail traffic control and must have experience of participation withinlast 5 years before the deadline for submitting bids as a designer or expert or coordinator of the railway industry in the development of a minimum of two pre-project or design documentation for the construction or reconstruction of electrified railway lines, each of which includes a minimum of 4 routes and 3 traffic posts.
e) for a person who is the Chief Expert or an expert in the road industry - aftersit building qualifications to design without restrictions in the road engineering specialty and must have experience of participation in the last 5 years before the deadline for submitting bids as a designer or expert or coordinator of the road industry in developing at least one pre-project or design documentation for the construction or reconstruction of the track tramwith a length of at least 1000 m single track.
f) for a person who is the Chief Expert or Expert in the field of traffic forecasts, have experience with the participation in the last 5 years before the deadline for submitting bids as an expert in the field of prognostic analyzes of passenger traffic performed for the area inhabited by min. 500, 000 inhabitants (e.g. cities or towns)merification, conurbation, metropolitan area).
g) for a person who is the Chief Expert or Expert in the field of operational and operational analyzes - he must have experience of participation in the last 5 years before the deadline for submitting offers as an expert in the field of operational and operational analyzes from using microsimulation traffic models in at least one project applies tofragment of the railway network in which there was a station with min. 35 switches.
H) for a person who is the Chief Expert or Expert in the field of planning public public transport systems - must have experience of participation in the last 5 years before the deadline for submitting bids in at least one project regarding the functioning and development of the public transport systemego made inhabited by min. 500, 000 residents
(e.g. city or agglomeration, conurbation, metropolitan area).
i) for a person who is the Chief Expert or an expert in costing (railway industry) must have experience in developing at least one cost calculation, including the costing of engineering and construction works in what you sayone related to the construction or modernization of at least a 5-way junction station.
j) for a person who is a Chief Expert or an expert in costing (road industry) must have experience in developing cost calculations, including cost estimation of civil engineering works related to construction or reconstruction of a tram track with a minimum length of1000 m of single track.
Bid bond:
1) The Contractor entering the tender is obliged to submit a bid bond in the amount of PLN 200, 000.00 (in words: two hundred thousand zlotys 00/100) before the bid submission deadline,

The date of payment of the deposit is the date and time of receipt of the funds on account.
b) bank guarantees or cooperative guarantees of a savings and credit union, with the guarantee that the guarantee is always valid aftermonetary guarantee,
c) bank guarantees,
d) insurance guarantees,
e) sureties granted by entities referred to in art. 6 b paragraph 5 point 2 of the Act of November 9, 2000 on the establishment of the Polish Agency for Enterprise Development (i.e., Journal of Laws of 2019, item 310).
