Environmental controls on waste treatment facilities of the Metropole Aix-Marseille -Provence

The regulation on these installations imposes environmental controlsregular events. In order to meet these requirements, the purpose of this framework agreement is to provide the necessary sampling, testing and control services required or made compulsory in the context of the regulations.

Main Site: Territories of the country of Aix, of the Pays Salonais and Istres Ouest Provence

The framework agreement concerns the control of water and effluentswaste treatment facilities present on the various territorial councils of the Metropole Aix-Marseille-Provence. For this lot are concerned:

- CT2: territory of the country of Aix,

- CT3: territory of the country Salonais,

- CT5: territory of Istres Ouest Provence.

1) A letter of application including the identification of the candidate and the subject of the framework agreement. The application letter pecan be presented using the DC1 form available on the website of the Directorate of Legal Affairs, at the following URL: http://www.economie.gouv.fr/daj/formulaires-declaration-du-candidatlanguage = en For a bid in a grouping, the candidates will indicate, by all means at their convenience, the form of their grouping, the identification of the members of the groupementt, as well as the appointment of the representative;

2) The candidate or each member of the applicant group must produce a declaration on the honor to justify that he does not enter into any of the cases mentioned in Articles 45 and 48 of the Order, and in particular that it is in compliance with Articles L. 5212-1 to L. 5212-11 of the Labor Code concerning the employment of disabled workers;

3) A statement concerning the overall turnover of the candidate and the turnover of the area of activity covered by the framework agreement, relating to the last 3 financial years available according to the date of creation of the company or the beginning of the activity of the economic operator, in the-measure or information on these sales figures are available; in accordance with the provisions of Article 2.II of the judgment of 29.3.2016, if, for a justified reason, the economic operator can not produce the information and documents requested above, he is authorized to prove its economic and financial capacity by any other means considered appropriate byPurchaser

This Framework Agreement is not a publicly traded contract. The present consultation is launched following the procedure of the open tender procedure defined in articles 25, 66 to 68, 78 and 80 of the decree n 2016-60 of 25.3.2016 relating to the public markets. The framework agreement sets all contractual stipulations, it will be executed as and when issuing purchase orders in thes conditions set out in Article 80 of the Decree. The admissibility of candidatures is examined in accordance with articles 51 of the order and 44, 48 and 50 of the decree. Candidates must have the ability to exercise professional activity, economic and financial capacity or the technical and professional capacity necessary to implement the framework agreement. These conditions areted and proportionate to the subject of the framework agreement or its conditions of implementation. The technical merit criterion will be assessed according to the weighted sub-criteria indicated below:

- lots 1 and 2:

- sub-criterion 1: the quality of the human and material resources allocated to the production of the samples and to the interpretation of the results (experience, skills ...) 20%,

- sub-criterion 2: lprecision of the quantification thresholds guaranteed by the analysis laboratory 35%,

- sub-criterion 3: the relevance of the proposed methodology to ensure the sampling (sample representativeness) and the transport of the samples (traceability, conservation up to the analysis, quality control) under the conditions defined by the standards in force 45%,

- lot 3:

- sub-criterion 1: thequality of the human and material resources allocated to the realization of the samplings and the interpretation of the results (experience, skills, data sheets) 50%,

- sub-criterion 2: the relevance of the methodology: method and procedures put in place to guarantee the conformity of the samplings and the analyzes with the standards in force 50%,

- lot 4:

- sub-criterion 1: the qualitythe human and material resources allocated for the realization of the measurements (experience, skills, data sheets) 50%,

- sub-criterion 2: the relevance of the methodology set up to carry out the measurement campaigns 50%,

- lot 5:

- sub-criterion 1: the quality of the human and material resources allocated to the realization of the control 50%,

- sub-criterion 2: the relevance of the methodology-proposed to carry out the controls 50%,

- lot 6:

- sub-criterion 1: the relevance of the human and material resources allocated to the realization of the enumeration campaign 50%,

- sub-criterion 2: the relevance of the methodology (counting method, etc.) proposed for the enumeration of species that are detritivorous. 50%,

- lot 7:

- sub-criterion 1: the relevance of the methodology implementedace to carry out the samplings and to define the sampling 50%,

- sub-criterion 2: the quality of the conditioning used to avoid interfering with the samples. 50%,

- lot 8:

- sub-criterion 1: the relevance of the human and material resources allocated for the realization of the detection campaigns. 50%,

- sub-criterion 2: the relevance of the methodologies implemented by the candidat to realize the various benefits of measurements, quantification and qualification of the detected fugitive emissions. 50%,

- lot 9:

- sub-criterion 1: the quality of the human resources allocated for carrying out measurement campaigns. 50%,

- sub-criterion 2: the relevance of the material means assigned to the achievement of the measures 50%,

- lot 10:

- sub-criterion 1: the quality of the personnel and equipment made available on the analysis part (quantification thresholds for all the parameters) 50%,

- sub-criterion 2: the logistical and organizational quality for the supply of packaging and the handling of samples 50%.
