Central Information System within the project "Integrated Information System for Emissions-Civil Acts Act - SIIEASC The general objective of the project is to inform the system of filing applications for the effective issuance and release of civil status documents and to implement the necessary support for the development and access of the electronic services based on primary civil status information Through the implementation of the SIIEASC project for the eventas they are described in SNADR (birth, marriage, divorce, death, etc.) and grouped in the "civil status" category, electronic services will be provided at sophistication level 4.

The central computer system (hardware, software, main site and site development, hardware / software installation services, development services-software, training) is a main component of the SIIEASC project, as described in the descriptive document.

- Submission of requests for participation (this period includes the contestation period on the awarding documentation and the request period possible clarifications from the ops) - estimated 30 days (calendar), - - Stage I - Evataking up-to-date supporting documents demonstrating that all the qualification and selection criteria are met, according to the information contained in the DUAE. After the completion of Stage I, the candidates invited to participate in the second stage of the competitive dialogue procedure. will submit the initial technical proposal to and from the deadline and date set in the invitationParticipation in Stage II, based on which the dialogue with the estimated 30 days (calendar) will be conducted; - - Stage II - the dialogue with the selected candidates in order to identify the solution on the basis of which the final offers will be submitted. Following the completion of Stage II, the contracting authority issues the specification, which will contain both the requirements of the descriptive document and the description of the solutionable to meet the needs of the contracting authority and on the basis of which the final tenders will be submitted and simultaneously and in writing to all the remaining candidates an invitation to submit the final bids to which the tender specifications will be attached - estimated 120 days (calendar) - Stage III - Submission of final bids by candidates remaining following the dialogue - Estimated-15 days (calendar),

- Stage III evaluation - Estimated 60 days (calendar),

- Period of appeal - 11 days (calendar),

- Contract conclusion - Estimated 15 days (calendar). (Candidate / Associate Candidate, Supporting Sub-Contractor and Subcontractor and if the application is submitted by an association, each(including the leader) will present the documents and forms mentioned in this chapter.

In order to prove the fulfillment of the requirements, the DUAE will be filled in.

According to the provisions of art. 196 par. (1) of the Law no. 98/2016, the candidates submit, together with the DUAE, all supporting documents as proof of the information contained in the DUAE to ensure the appropriate deployment of Stage 1 (selecting asThe following documents may be:

1) Finding certificates regarding the lack of overdue debts regarding the payment of taxes, taxes or contributions to the consolidated general budget (local budget, state budget, etc.) at the moment of presentation ; 2) the criminal record of the economic operator and the members of the administration, management or overor the decision-making or controlling power of the said economic operator, as it results from the certifying certificate issued by the ONRC / constitutive act; 3) as the case may be, documents demonstrating that the operator economic benefits may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law 98/2016 pri

4) Other editing documents, as appropriate.

If applicable, candidates will present together with the DUAE a list of the identification data of the associates, third party supporters / subcontractors in order to observe the provisions of art. 63 par. (2) of Law 98 / 2016.

Note:

The contracting authority will exclude from the procedure any candidate / associated candidate / third party / sub-contractorwhich falls within any of the situations referred to in art. 58 63, art. 164, art. 165 and art. 167 of Law no. 98 / 2016.

The European Unique Acquisition Document (DUAE) will be completed, according to art. 193 of Law 98 / 2016.

All documents requested by the contracting authority will be submitted by the candidate together with the request for participation, at the address and by the deadline and date of filingprovided for in the contract notice. In case the documents are signed by a person other than the legal representative of the economic operator, a power of attorney will be presented.

Documents issued in a language other than Romanian will be presented in the language in which they were issued, accompanied by a translation authorized in Romanian. All documents will-he has, besides the signature, clearly mentioned the full name of the signatory.
