Providing a basic communication link for the implementation of electronic communications to transfer data from the two computer centers (main in Sofia and reserve in Stara Zagora) to5000 terminal terminals and vice versa through a highly efficient and secure electromagnetic environment with GPRS / 3G standard (or another with the same or better parameters)

Expected number of SIM cards initially used is up to 1500 units with total traffic up to 20 GB per month .

For the purposes of this contract and for the purposes of the contract, "basic communication connectivity" is the provision ofand the contractor provides connectivity to and from the client's active terminal devices.

The SIM cards to be used are in accordance with the current needs and installable terminals, each SIM card being supplied (activated and deactivated) only upon prior request to the PRINCIPAL. Under the relevant contract, the assignor may state yes-request the activation or deactivation and return an unlimited amount of SIM cards

Participants must hold a valid individual license (authorization, other document) issued by a competent authority to carry out telecommunications (electronic communications) via a telecommunication cellular network (electronic communications network) . The license / authorization should be maintained valid for the whole ofThe candidate completes: Part IV: "Selection Criteria", Section A: "Fitness", item 2) of the Single European Public Procurement Document (EEDOP) with at least the following information: identification of the document certifying its rights to carry out telecommunications (electronic communications) throughcellular network (electronic communications network) (name, number, date of issue); validity period; precise subject; issuing authority, telephone and e-mail for contact issuing authority.

Note: In the cases under Art. 67, para. 5 and para. 6 of the PPL, the participant selected for the contractor shall submit:

a certified true copy of an individual license (authorization, otherdocument) issued by a competent authority to carry out telecommunications (electronic communications) through a telecommunication cellular network (electronic communications network).

Documents shall also be submitted to subcontractors and third parties, if any, and applicable.

1. The contractor appointed before execution of the contract shall provide a performance guarantee in the amount-to 5% of the contract value excluding VAT. The guarantee shall be presented in one of the forms provided in Art. 111, para 5 of the Public Procurement Act and the participant designated as contractor shall choose the form of the guarantee itself. The terms and conditions for the detention or release of the guarantee are set out in the draft contract. The assignor removes from participation the participant:

for whom one of the following axes is availableas provided in Art. 54, para. 1 and Art. 55, para. 1, items 1, 3, 4 and 5 of the Public Procurement Act. Such a participant has the right to provide evidence that he has taken measures to ensure his / her reliability, in accordance with Art. 56, para. 1 PPL. It is not excluded from participation in the participant procedure, for whom the circumstances under Art. 55, para. 1, item 1. The PPL, if it is proved that it has not ceased its activity and is able tofulfill the contract under the applicable national rules for the continuation of business in the country in which it is established; these remedial circumstances also apply if they are relevant to a member of a consortium of natural and / or legal entities, a participant who does not meet the selection criteria or fails to fulfill another condition specified in the contract notice or documententrainment, incl. and one for whom the prohibitions under Art. 3, p. 8 of the Economic and Financial Relations Act with the companies registered in preferential tax jurisdictions, the persons controlled by them and their actual owners, unless the exceptions under Art. 4 of the same law and for whom there are circumstances under Art. 69 of the Counterfeiting Actis related to the corruption and for the confiscation of unlawfully acquired property, - related persons according to -2, item 45 of the PPA,

- who has not submitted in due time a justification under Art. 72, paragraph 1 of the Public Procurement Act, - in whose bid the price for execution of the order exceeds the maximum indicated by the contracting authority and its bid will not participate in the evaluation and the ranking due to the submission of a tender that does not correspond to the preliminarythe conditions specified by the assignor. The persons under Art. 54, para. 2 of the PPPP wishing to be present at the opening of the tenders should submit: - For the participants in the procedure representing the participant, submit an identity document, a copy of a document certifying the current status of the respective participant. Foreign participants shall present the document certifying the state of play, -and translated into Bulgarian. For the authorized representatives of the participants - identity document, power of attorney, copy of a document certifying the current status of the respective participant. 5. In view of the requirement imposed by the assignor to declare the circumstances under Art. 47, para. 3 of the Public Procurement Act, the authorities from which the necessary information can be obtained are listed in the documentation for participation(pursuant to Article 47 (4) of the PPA) - Section IV, item 5.
