-liquid de-icing agents for moving surfaces, 5 000 liters, 8 650, 00, 20 000 liters, 34 600, 00, - solid de-icing agents for moving surfaces, 5 tonnes, 8 140, 00, 20 tonnes, 32 560, 00 Frequency and value of the following contracts to be awarded: 4 8 subsequent contracts with an estimated valuation

1) Tenderers should not find themselves in the situations envisaged lof art. 177, art. 178 para. (1) and (2) and art. 180 par. (1) of the Law no. 99/2016, regarding the public procurement.

In the bidding phase, the DUAE will be filled in by all the economic operators participating in the procedure: Procurers / Associated offerors / proposed subcontractors / third party supporters with information related to their situation. 177, art. 178 para. (1) and (2) and art. 180 par. (1) of the Law no. 99/2016 regarding the public acquisitions attracts the exclusion of the bidder from the procedure applied for awarding the public procurement contract.

The supporting documents proving the fulfillment of the assumed by completing the DUAE form must be submitted, only at the request of the contracting authority, only to the bidder placed on the 1st place. cthe following documents shall be submitted by the tenderer at the request of the contracting authority: - the criminal record of the economic operator and the members of the administrative, management or supervisory body of that economic operator or of those having the power of representation, control within it, as it results from the certificate findsissued by ONRC the constitutive document, - certificates for the lack of overdue debts regarding the payment of taxes, taxes or contributions to the consolidated general budget (local budget, state budget, etc.) valid at the moment of presentation, - as the case may be, documents which demonstrates that the economic operator may benefit from the derogations provided in art. 179 par. (2), andrt. 180 par. (2), art. 184 of the Public Procurement Act 99/2016, valid at the time of presentation, - other editorial documents, as applicable, at the time of presentation.

Foreign legal / natural persons will present editorial documents issued by the competent authorities of the country in which they are residents in order to prove the fulfillment of the due payment obligationsof the taxes to the state budget and the local budget, according to the legislation of the country of residence. Documents will be accompanied by their authorized translation in Romanian.

In the bidding phase, the bidders (including associates / subcontractors / supportive third parties) will present with the DUAE the following documents: firm commitment of the third supporter accompanied by documents din which the effective manner in which its sustainability will materialize; of the subcontracting agreement - the part (s) of the contract to be subcontracted and identification data of the proposed subcontractors, if the latter are known and / or the association agreement, as the case may be; 2) The declaration of non-compliance to art. 73 of the Law no. 99/2016 to be presented by all participants (bidder, associate, subcontractor and third party) with the presentation of the DUAE. Form No. 6

In order to complete the declaration on non-compliance with the situations provided in art. 73 of the Law no. 99/2016 specify that the decision-makers of the contracting authority are:

Other information (if applicable)

(a) For visualof the awarding documentation uploaded to SEAP, economic operators must have / download software to view the electronically signed files available free of charge on the websites of the electronic signature providers (applications that can open the electronically authenticated files like "digisigner" as for example http://www.certsign.ro/certsign/resurse/download), -(b) Oferta and the documents accompanying it, including requests for clarifications, will be drafted in Romanian. Documents written in another language will be accompanied by a certified translation in Romanian,

(c) After downloading this documentation, please check the electronic file "Requests for clarification / questions / communications" in the SEAP(d) The evaluation of the offers is made by comparing the prices presented within the admissible tenders, comparing in the ascending order of the respective prices, the ranking on the basis of which the winning bid is established,

(e) If the economic operator intends to subcontract oparts / parts of the contract, the DUAE also includes information on the part of the contract to be subcontracted and will have attached the subcontracting agreement. Subcontractors on whose capacity the bidder / candidate is based must also complete the DUAE separately, in accordance with Art. 202 par. (3) of the Law no. 99/2016, (f) According to the provisions of art. 202 of the Act99/2016, the DUAE must be completed for all participants in the procedure (bidders, associate bidders, subcontractors, thirds supporters), and confirmation papers must be submitted at the request of the contracting authority. DUAE can be downloaded for completion and submission at "https://ec.europa.eu/growth/tools-databases/espd/filter" (instructions oncompleting DUAE are available at www.e-licitatie.ro), (g) Clarification requests issued by the bid evaluation committee and related responses will be transmitted using the SEAP platform www.e-licitatie.ro. The time limits for exercising the remedy are those provided by Law no. 101/2016 on remedies and horsesin the matter of awarding public procurement contracts, sectoral contracts and concession contracts for works and services, as well as for the organization and operation of C.N.S.C.
