The objective of this specification is the acquisition of design and execution of the works for the realization of the investment objective "Path for rolling onThe bidders must fully meet the minimum requirements included in the tender specifications without limiting the tendered functionalities. The partial offers are not accepted in quantitative and qualitative terms, but only in full offers, which correspond to all the minimum requirements set out in the tender documentation tasks and the design theme within the awarding documentationbribes up to which clarifications may be requested in the awarding documentation: 17 days before the closing date for submission of bids, the clarification requests will be submitted to the SICAP. Deadline for submitting the clarification response: 10 days before the deadline set for submitting bids.

The objective of this document is to acquire design services and execute the works for the investment objective "Runway parallel to the track". The Inquiry Objective will be designed and executed on the basis of the scenario recommended in the Feasibility Study-Rolling Track Parallel to the Track, a.i. to be able to receive and operate in functional phases without interruption of air traffic at the airport according to the specifications contained in the Task Book section and the Design Task of the Assignment Doc. By elaborating the technical and economic documentation, in the phases of the PAC, POE, PT, DDE and of the execution of the works, which are the object of tasks, it is desired to achieve the investment objectiveRunway running parallel to the track. The investment objective will be composed of 2 objects: 1) Parallel runway between the Foxtrot and Golf tracks; 2) Runway between the Apron 1 platform and the runway parallel to the track. The estimated contract value is 50.314 .384, 00 RON without VAT. This wave includes chapters in the General Investment Objective Overview: Chapter 1.3Amenaenvironmental protection works and bringing the land to the initial state - 87, 100lei; Chapter1.4Expenditure for relocation / protection of utilities 988, 497.33lei; Chapter 3.1.1Study studies: 5, 520lei; 3.2 Supporting Documents and Expenses for obtaining Opinions, Agreements and Licenses 3.631, 93lei; Cap.3.5.4 Technical Documents Required for Obtaining Opinions / Agreements / Licenses 1.397, 28lher, Chapter3.5.6 Technical project and execution details 1.102.687, 79lei; 3.8.1.1Technical assistance by the designer during the execution of the works 234, 244.62lei, Chapter 4Expenditure for the basic investment 46, 848, 923.92lei, Chapter5.1 Construction site, including related expenses 936, 978.48lei, Chapter 6Expenditure on technological samples 105.402, 72 RON.

The bidders have the obligation to present to dthe deadline for submission of DUAE (Unique Acquisition Document) offers, which consist of an up-to-date statement of responsibility, as a preliminary proof in place of certificates issued by public authorities or by third parties confirming that the economic operator concerned fulfills the following conditions:

• Declaration on non-compliance with the provisions of art.177, art. 178, art. 180 of Law no.99 / 2016

Qualification condition:

1. The Economic Operator (individual bidder, member of an association, subcontractor, third party claimant) or any person who is a member of the board of directors / management, supervisory or supervisory bodies or who have the power to represent, decide or control within it there must be no oneof the situations referred to in Article 177 of Law No.99 / 2016 on the grounds for exclusion of criminal convictions. The economic operator (individual tenderer, member of an association, subcontractor, third party supporter) must not be in any of the situations referred to in Article 178 (paragraphs 1 and 2) of Law no. 99/2016 on grounds of exclusiontax payers or social security contributions. The economic operator (individual bidder, member of an association, subcontractor, third party claimant) must not be in any of the situations mentioned in Article 180 (paragraph 1) of Law no. 99/2016 on Exclusion Reasons for Insolvency, Conflicts of Interest or Abatementprofessional accountants.

NOTE 1: Any economic operator who has submitted the offer individually or in combination, third parties and subcontractors should not find themselves in the situations referred to in art. 177, art.178 and art. 180, of Law no. 99 / 2016.

NOTE 2: An economic operator will not be excluded from the procurement procedure if it proves that it falls into any of the sitesthe provisions of Articles 178 (3), 179 (paragraph 2) and 180 (paragraph 2) of Law no. 99/2016 on sector acquisitions.

Mode of accomplishment (mandatory requirements): the economic operators participating in the award procedure will be filled in with the information related to their situation. In this respect, the Single Bidder / Associate Bidder / Subcontractor / Tertul maintainswill complete DUAE - Part III "Exclusion Grounds" - Section A "Reasons for Criminal Offenses". The supporting documents proving the fulfillment of the undertaken by completing the DUAE shall be submitted, at the request of the contracting entity, only by the first ranked bidder in the intermediate rankings drawn up at the completion of the evaluation of the bids. Prior to assignmentthe contracting entity shall require the tenderer ranked first to apply the award criterion to present up-dated supporting documents demonstrating that all the qualification and selection criteria are met in accordance with the information contained in the DUAE. the supporting documents that prove to be fulfilledto those assumed by the DUAE: a. Annual general turnover Requirement no. 1Turnover (mandatory) 1.1. Presentation of the total turnover in the last 3 years (2016, 2017, 2018), which can not be lower than 50, 314, 384 RON.
