Construction of Two 400 kV Series Compensation Stations

Fingrid Oyj will construct 2 greenfield 400 kV series compensation stations as a turnkey basis. The scope includes fixed series capacitor banks with primary switching equipment, civil works and buildings at two separate locations in the middle Finland. After the delivery, the Contractor shall provide Maintenance Service (blanket agreement) for series capacitor banks.

Fingrid Oyj, the Finnish national transmission system company, is initiating a procurement process for a construction project of two 400 kV fixed series capacitors (FSCs). The project will be purchased on turnkey basis.
The FSCs will be located at the Hoikansalmi site in the municipality of Kivijaervi, about 120 km north of the city Jyvaeskylae, and at the Pihlajaranta site locating in Tyrnaevae, about 50 km south-east of the city Oulu. The distance between the sites is about 220 km.
In addition to the FSCs, the scope includes civil works and construction of a control building at both sites. The building will be based on the building drawings made by Fingrid. Some modifications are needed in order to adapt the design for needs of the FSCs. Fingrid has purchased the land area and will make preliminary site investigations. The procurement includes also Maintenance Support Services for three years + three optional years after the delivery. The preliminary scope has been described in detail in the scope draft which is part of this notification.
Intended project delivery time is November 2020 - September 2022.
Procurement will be done according to Finnish legislation concerning public procurements in energy sector (in particular, the Act on Public Procurement concerning Units Operating within the field of Water and Energy Service as well as Traffic and Postal Service (1398/2016)). The procurement method is a negotiating method.
Fingrid will announce a notice in the EU Official paper for public procurement declaring prequalification stage opened and requesting interested contractors to apply for prequalification. After receiving these applications from interested companies Fingrid will select the candidates based on the selection criteria set out and invite accepted companies to submit the tenders.
Fingrid will send the tender documents, including detailed information on the scope and contents of the contract, specifications, requirements, award criteria etc, only to the qualified tenderers, tentatively in June 2020. The exact date will be informed later. Fingrid reserves the right to reject all the tenders.
