1. Construction of pedestrian overpass over "Magistralna" street - construction of a pedestrian over the street is envisaged.

Main Site: Veliko Tarnovo, the area of the "Magistralna" street and the objects of the selected contractor

For the objects in Lot # 1 it is envisaged: production of a slaveconstruction, execution of construction works and supervision of the author during construction. The territories on which the facilities will be located are regulated as: Regulated Land Plot LХХVІ with allocation "for technical infrastructure" sq.167 and Regulated Plot XVII with allocation "for technical infrastructure" sq.141A under the Regional Development Plan of Veliko Tarnovo (PI with identifier 10447.514 .419 under the KKKR of Veliko Tarnovo APE № 6758 / 17.04..2019 and PI with identifier 10447.514.417 according to KKKR of Veliko Tarnovo APEC № 6760 / 17.04.2019.)

Due to the peculiarities of the section of Magistralna Street (Road I-4) and the lack of

Convenient municipal terrains for positioning the supports of the facility, it is necessary to construct it obliquely on the axis on the street and to have a situational break. The overpass is expected to have a light gauge of construction of 5.20 mThe height of the pedestrian crosswalk above the roadway on Magistralna Street is about 50 meters. The overpass is planned to be equipped with two elevators, one of each input / output.PC is calculated as the sum of points according to the following formula:

Applicable to Lot # 1:

The participant must have a registration in the Central Professional Register of Builders (CPRS) with the Chamber of Builders in the Republic of BULGARIA according to Article 3, para 2 of the Law on the House of Builders (ZKS), and for a foreign person - in a similar professional siltand a commercial register in accordance with the legislation of the Member State in which it is established for the execution of works as follows: Group II, Category II.

Applicable to lots Nos. 2 to 5, inclusive: register of the builder (CPRS) to the Chamber of Builders in the Republic of BULGARIA according to Art. 3, para. 2 of the Mosquito Actthe construction contractor (CIT) and, for a non-resident, in a similar professional or commercial register according to the law of the Member State in which it is established for the execution of works, as follows: group II, category III. the requirement is declared in the EDES, Part IV, Section A, "Entry in the relevant professional register", indicating alsothe responsible national databases which contain the declared circumstances or indicate the competent authorities which, under the law of the country where the participant is established, are obliged to supply information. in the course of the procedure in the cases of Art. 67, para. 5 of the Public Procurement Act: copy of the documentfor registration with the Chamber of Builders in the Republic of Bulgaria under the Art. 3, para. 2 of the Law on the Construction Chamber (ZKS) for the execution of construction works of the required group and category; for foreign persons - Eq. document drawn up in accordance with the national law of the participant, issued by a competent authority of the country where it is established, proving such registration in a similar register in accordance with the law

In the case of a non-legal entity association, the registration requirement shall be demonstrated by each participant in the construction association, according to the distribution of the persons` participation in the activities provided for in the merger agreement. The tenderers shall indicate in the tender the subcontractors and the contract shareskata that they will be given if they intend to use them. The subcontractors must meet the relevant selection criteria according to the type and proportion of the contract they will be fulfilling and there should be no grounds for removal from the procedure. from contractor definitions to e.g.provide guarantees to ensure the performance of the contract and / or advance funds.

The guarantee to ensure the performance of the contract is 4.00% of the value of the contract excluding VAT in the respective lot. The guarantee that secures the advance funds is up to the amount of these funds and is released within 3 days after the advance payment or utilization.The guarantees may be presented in one of the following forms:

1. cash amount on account of Municipality of Veliko Turnovo at Municipal Bank AD - FC Veliko Turnovo: BG97SOMB91303324758001, BIC code: SOMBBGSF;

2. bank guarantee in the original, unconditional and irrevocable, to contain an obligation of the guarantor bank to make payment upon first written request from the contracting authority, declaring that there is a default onthe contractor and maintain it valid for the duration of the contract;

3. original insurance, which guarantees the performance by covering the liability of the contractor, in which the contracting authority is indicated as a third beneficiary (beneficiary), to be valid for the duration of the contract.

The participant himself chooses the form of the performance guarantee. or advances provided in advance

The client pays the price for executing the contract by bank transfer. The terms of payment are detailed in the draft contract.

The assignor removes from participation a participant for whom the circumstances under Art. 54, para. 1 of the Public Procurement Act and Art. 55, para. 1, item 1 of the Public Procurement Act. The assignor shall not apply Art. 55, para. 4 of the PPL. In addition, the participant is removed from the procedure afterwardsThese grounds:

1. a participant who does not meet the selection criteria or fails to fulfill another condition specified in the contract notice or in the documentation;

2. a tenderer who has submitted a tender which does not meet:

a) the pre-announced conditions of the contract;

(b) rules and requirements relating to environmental protection, social and labor law, applicable to colinguistic agreements and / or provisions of international environmental, social and labor law, which are listed in Annex 10 to Art. 115 of the Public Procurement Act;

3. participant who has not submitted the justification under Art. 72, para. 1 or whose offer was not accepted in accordance with Art. 72, para. 3-5 of the PPA;

4. related party participants;

5. Applicant or participant who has submitted an application for participation or offer that does not ocomply with the terms of presentation, including form, manner and time.

6. participants who are prevented from participating in a PPA procedure under the Economic and Financial Relations Act with companies registered in preferential tax jurisdictions, their controlled entities and their beneficial owners; participant for whom the circumstances under Art. 69 of the Public Procurement ActCONPI; in other cases specified in the participation documentation.

On the grounds of Art. 47, para. 4 of the Public Procurement Act I state that information:

- on tax and insurance obligations can be found by the National Revenue Agency,

- on environmental protection from can be found by the Ministry of Environment and Water,

- on the protection of employment and working conditionsis to be found by Min.
