The subject of the order is design and reconstructionof the technological Hajdow sewage treatment plant comprising a biogas desulfurization plant and other activities in the field of electric energy. This order in the "design and build" formula is part of the project entitled "Expansion and modernization of the water supply and sewage disposal system in Lublin stage III", planned for implementation by Miejskie Przedsiębiorstwo Wodociągow i Kanalizacji wLublinie Sp. z o.o. with the help of financial resources from the Spojności Fund, as part of the Operational Program Infrastruktura i Środowisko.
Main Site: Sewage Treatment Plant Hajdow, Lublin, ul. Łagiewnicka 5, POLAND.
Scope of works covered by the contract is:
I. Designing reconstruction of Sewage Treatment Plant Sewage Hajdow energy management (preparation and agreement with the Employer of the complete documentationdesignation for all necessary industries together with obtaining the final building permit).
II. Reconstruction of Sewage Treatment Plant Hajdow energy management, includes:
Expansion of the biogas desulfurization installation:
a) Delivery, assembly and commissioning of equipment together with the implementation of installations necessary for their proper functioning (biogas, drinking water, c.o. electric power supplyp.): - second biogas desulfurization in the same technology as existing, i.e. based on the biological method,
- biogas dryer,
- installation for removing siloxanes from biogas behind a dryer, made as a biogas filter with a coal bed.
b ) laying foundations for newly designed devices.
Other activities in the field of electricity:
a) replacement of HAKnFtA 3 x 120 mm cable lines 6 kVthe pumps in the main pumping station from the R 6 kV switching station,
b) modernization of the internal lighting of the following facilities: mechanical workshop, sludge pumping station, main warehouse,
c) construction of a 40 kW solar plant on the roof of the blower building.
Note:
Contractor's gross price for designing the reconstruction of Sewage Treatment Plant "Hajdow" - managementenergy (preparation and reconciliation with the Employer of the complete design documentation for all necessary industries together with obtaining the final building permit) can not exceed 6% of the gross price for the reconstruction of Sewage Treatment Plant "Hajdow energy management
In the situation when the gross price for designing the reconstruction Sewage Treatment Plant "Hajdow" - management energia (preparation and agreement with the Employer of complete design documentation for all necessary industries together with obtaining the final building permit) will be higher than 6% of the gross price for the reconstruction of Sewage Treatment Plant "Hajdow" - energy management, the Contractor's offer will be rejected. works covered by the contract have been divided into stages: - Stage I elaborationno and agreeing with the Employer complete design documentation for all necessary industries along with obtaining the final building permit, including:
1) developing and agreeing with the Contracting Authority preliminary project
2) elaborating and agreeing with the Contracting Authority the construction design together with obtaining the final decision building permits. 3) preparation and agreement with the Contracting Authoritym of the detailed design. Stage II: reconstruction (construction works) Sewage Treatment Plant "Hajdow" - energy management, including obtaining a permit for use, if required (in case when the use permit will not be required, the Contractor will notify the completion of construction and will receive confirmation of receipt of the notification of completion and non-completion
Ordering Party's requirements regarding the subject of the order and the detailed scope of works are described in TOMIE III SIWZ: Description of the subject of the order - Functional and Utility Program (Descriptive part).

EmployerIt requests the following documents: a) Profit and loss account, where the preparation of a report is required by the law of the country in which the Contractor is based or where he resides, and if the financial statements are audited in accordance with the accounting regulations, as appropriate about the profit and loss account under examination, and in the case of the Contractor, not freelywhich is related to the preparation of financial statements - other documents defining turnover (understood as net revenues from the sale of products, goods and materials) for the last 3 financial years, and if the period of business is shorter for the period from which the data referred to can be obtained above confirming the fulfillment of the condition referred to in point 9.1.2 a) IDW.
b)Information of the bank or cooperative savings and credit union, confirming the amount of financial resources owned or creditworthiness of the Contractor in the period not earlier than one month before the deadline for submission of bids, confirming the fulfillment of the condition referred to in point 9.1.2 b) IDW. If for justified reasons the Contractor can not submit the documents required by the Employer referred to in point 10.1.4 of the IDW, the Ordering Party allows the Contractor to submit other documents, in accordance with art. 26 par. 2c of the Public Procurement Law.
These progressThe request for a public order is conducted under an open tender procedure in accordance with the PPL act. The ordering party in accordance with art. 24aa of the Public Procurement Law, will first evaluate the offers and then examine whether the Contractor whose offer has been evaluated as the most advantageous, is not subject to exclusion and meets the conditions for participation in the proceedings. • Contractors may apply for the award of the contract, who will show the lack of grounds for exclusion from the procurement procedure referred to in art. 24 sec. 1 of the PZP Act, subject to art. 133 ust. 4 of the Public Procurement Law, pursuant to which in the proceedings for granting a sectoral order, the Contractor is not subject to exclusion in the case referred to in art. 24 section 1 point 13 letter d, and in the case referred to in art. 24 section 1 point 14, if the person for whomthe former referred to in this provision was convicted of the offense listed in art. 24 sec.1 point 13 lit.d.
The Contractor may apply for the award of a public order, who will show no grounds for exclusion from the procurement procedure referred to in art. 24 sec. 5 of the Public Procurement Law in the scope of points 1) 2) and 4) 8).
In order to demonstrate the absence of grounds for exclusion from the procurement procedureand confirmation of fulfillment of the conditions for participation in the proceedings, the Contractors are required to submit the following documents, while in the case of two or more Contractors jointly applying for the order, none of the Contractors can be excluded and for each of them it must be shown: . Single European Order Document (EAT) composed in the form of an electricon-line with a qualified electronic signature and then along with files constituting an offer compressed to one archive file (ZIP) as a preliminary confirmation that the Contractor is not subject to exclusion and meets the conditions for participation in the proceedings, prepared and completed in accordance with the Regulation on the Single European Order Document in the scope in accordance with Annex No.2 to IDW
2. Documents referred to in paragraphs 10.1.1-10.1.6 and 10.2-10.20 IDW
In order to fulfill the obligation referred to in art. 8a paragraph 5 of the Public Procurement Law, the Employer informs that the relevant provisions have been included in item 4.3.5 of the IDW. - The Contractor intending to take part in the public procurement procedure must have an ePUAP account. The contractor with an account on ePUAP has accessto the forms: submission, changes, withdrawal of the offer or application and to the communication form. Technical and organizational requirements for sending and receiving electronic documents, electronic copies of documents and statements and information provided using them are described in the Regulations for the use of miniPortal and the ePUAP Regulations.
