The subject of the orders is design and reconstruction of the technological part of the Hajd sewage treatment plantincluding the biogas desulfurization plant and other activities in the field of electric energy.
Main Site: Sewage Treatment Plant "Hajdow", Lublin, Łagiewnicka 5 Street
Scope of works covered by the order:
1) Construction of the second biogas desulfurization reactor:
a) additional installation installation desulphurisation of biogas in the same technology as the existing line, i.e. based on the biological method with the dryer-biogas and construction of a siloxane removal plant behind a dryer, made as a biogas filter with a coal deposit,
b) laying foundations and pipelines for newly designed devices
2) Other activities in the field of electricity:
a) replacement of HAKnFtA 3 x 120 mm2 cable lines supplying pumps in the main pumping station from the R6kV switching station,
b) modernizing the internal lighting of the following obaths of a sewage treatment plant: a mechanical workshop; sludge pumping station; main warehouse.
c) construction of a 40 kW photovoltaic installation on the roof of the blower building
NOTE:
The gross price for the design documentation of the sewage treatment plant "Hajdow" given by the Contractor - energy management together with obtaining the final building permit decision can not exceed 6% of the pricegross for the execution of the reconstruction of Sewage Treatment Plant "Hajdow energy management. In the situation when the gross price for the implementation of the design documentation for the sewage treatment plant "Hajdow" - energy management together with obtaining the final building permit will be higher than 6% of the gross price for the reconstruction of Sewage Treatment Plant "Hajdow" - energy management, offer of the Contractorwill be rejected.
Work has been divided into stages.
Stage I elaborating and agreeing with the Employer complete project documentation along with obtaining the final building permit, including:
1) performance and agreement with the Contracting Authority of the preliminary design: no later than 6 weeks from the date of conclusion of the contract.
2) execution and agreement with the Employer of the construction project along with obtaining-final decision of the building permit no later than 6 months from the date of conclusion of the contract
3) execution and agreement with the Contracting Authority of the implementation project: not later than 7 months from the date of conclusion of the contract. • Stage II execution of the construction works covered by the Contract along with obtaining a decision permission for use, if required (in case the use permit will not bee required Contractor will notify the completion of construction and obtain a certificate of no grounds to raise objections for use) completed: not later than 15 months from the date of conclusion of the contract. • Stage III: carrying out the trial movement within 12 months from the date of obtaining the decision on the use permit in case the usage permit will not be required from the date of expirythe deadline for filing an objection by the construction supervisory body after notifying the authority of the completion of the construction or from the date of obtaining a certificate of no grounds to raise objections, however, no later than on 31.3.2022 - preparing and agreeing with the contracting authority project documentation will be completed by signing the documentation receipt protocol.
Stage II will be implemented-concluded with the signing of the technical acceptance protocol (stage).
The construction works and 12-month trials will be completed by signing the final acceptance protocol.
The date of commencement of implementation of this order is the date of conclusion of the Agreement.
The order will be made on the day of signing the faultless final acceptance protocol for the whole robot covered by KonThe requirements of the Ordering Party with regard to the subject of the order and the detailed scope of works are described in Volume II of the Descriptive part of the Functional Program (PFU).

In order to confirm the fulfillment by the contractor of the conditions for participation in the procedure or selection criteria regarding the economic or financial situation the ordering party requests the following documents: a) Profit accounto and losses, if the report is required by the law of the country in which the contractor is established or residing, and if the financial statements are subject to auditing by the auditor in accordance with the accounting regulations as well as the opinion about the audited profit and loss account, and in the case of the Contractor not obliged to prepare the financial statementsother documents defining the turnover (understood as net revenues from sales of products, goods and materials) for the last three financial years, and if the period of business is shorter for the period from which the data referred to above confirms fulfillment, referred to in point 9.1.2 a) IDW.
B) Information of the bank or the Social Fund-Savings and Credit, confirming the amount of financial resources owned or creditworthiness of the contractor, in a period not earlier than one month before the deadline for submission of bids, confirming the fulfillment of the condition referred to in point 9.1.2 b) IDW.
C) documents confirming that the Contractor is insured against civil liability in the scope of his activity-related to the subject of the order, confirming the fulfillment of the condition referred to in point 9.1.2 c) IDW.
If for justified reasons, the contractor can not submit the documents required by the contracting authority, referred to in point 10.1.4 of the IDW, the Employer allows the Contractor to submit other documents, in accordance with art. 26 par. 2c of the PPL Act.

This public procurement procedure is conducted-is in an open tender procedure in accordance with the PPL act. The ordering party in accordance with art. 24aa of the Public Procurement Law, will first evaluate the offers and then examine whether the contractor whose tender has been evaluated as the most advantageous is not subject to exclusion and fulfills the conditions for participation in the proceedings. - Required deadline for completing the entire subject of the order: a maximum of 27 months from the date of conclusion of the contractednak no later than on 31.3.2022, including:
The deadline for the completion of the complete project documentation along with the required arrangements and obtaining the final decision of the building permit: maximum 7 months from the date of the contract.
contractors may apply for the contract who will show no grounds for exclusion from the procurement procedure referred to in art. 24 ust. 1 Public Procurement Law Acts - contractors can apply for the award of a public contract, who will show no grounds for exclusion from the procurement procedure referred to in art. 24 sec. 5 of the Public Procurement Law in the scope of point 1) -2) and 4) -8).
In order to demonstrate the absence of grounds for exclusion from the procedure for awarding the contract and confirmation of fulfillment of the conditions for participation in the proceedings, the Contractor shallThe following documents shall be submitted, however, in the case of two or more Contractors jointly applying for the award of a contract, none of the Contractors may be subject to exclusion and for each of them it must be demonstrated:
1. The Employer organizes the meeting of Contractors in the Sewage Treatment Plant "Hajdow" in Lublin, Łagiewnicka 5 Street, on October 19, 2012 at 12:00 pm All questions that will be reported at the meeting will be registered and made available along with the responses to on the Ordering Party's website. During the meeting, it is recommended that the Contractor carry out a vision of the local objects covered byorder to estimate on your own responsibility, cost and risk of any data that may be necessary to prepare an offer and sign a contract resulting from it.
