1. Subject of the order:

1.1. The subject of this order is part of the implementation of the investment project under the name: "Nowa Wystawa Głowna in blocks no inventory numbers A-4, A-5, A-6, A-7, A-8 and A-9 at the Auschwitz-Birkenau State Museum in Oświęcim ". The undertaking assumes the change and extension of the permanent exhibition of the Museum, the content of which will be presented in blocks no inventory numbers A-4, A-5, A-6, A-7, A-8 and A-9.

This order applies to parts ( fragment) of the first stage of the undertaking covering only Blocks A-8 and A-9.

The first stage of the undertaking covers the following ranges:

a) execution of design works,

b) will be performedno construction works and conservation works in the above mentioned blocks in order to make them available to visitors as part of the project Nowa Wystawa Głowna and

c) execution of the exhibition space.

Within the framework of the exhibition space it is necessary to realize the supply of display cases (including devices and power infrastructure) and to carry out construction works in the scope of installation and assemblyas many exhibition systems, as well as finishing the interior intended for the exhibition.

In turn, construction and conservation works will be carried out in order to complete the reconstruction of A-8 and A-9 for the needs of the exhibition space.

The first stage of the project will be implemented as part of two separate Orders: Order No. 1 (which is the subject of this SpecNo.) and order No. 2 (which will be initiated separately by the ordering party).

1.2. The subject of this order (Order No. 1) is:

1.2.1. development of substantively and technically compliant sets of documentation (Documentation of the Contractor) concerning the reconstruction of A-8 and A-9 blocks, performance of conservation works in these blocks and arrangement of exhibition space in these blocks-for the purposes of the New Main Exhibition, each set of the Contractor's Documentation will contain, for each block separately:

1.2.1.1. Project documentation including the Exhibition Documentation,

1.2.1.2. documentation of the Exhibition System,

1.2.1.3. material and financial schedule

1.2.2. obtaining, on behalf of the Awarding Entity, final decisions on the claim for each of the above-mentioned blocksfor construction and permits for conservation works and construction works, as well as all other decisions, arrangements and opinions required by law and necessary to carry out designed construction works and conservation works;

1.2.3. execution of construction, assembly and installation works, as well as delivery and assembly of exhibition system equipment in the abovementioned bloin the scope covered by the Exhibit Documentation and Documentation of Exhibition Systems prepared by the Contractor,

1.2.4. technological start-up of Exhibition Systems including cabinets, devices and installations supplying them,

1.2.5. performing construction and conservation supervision of the construction works in the scope of reconstruction of the real blocks described aboveby the Contractor II selected in a separate proceeding and the execution of construction works, installation, assembly and finishing works by the Contractor under this contract;

1.2.6. performance of maintenance services, i.e. ensuring that equipment and installations supplying them included in the Exhibition Systems are maintained for the period specified in the contract;

1.3. In my armsh. Proceedings for awarding the No. 2 Order (which this procedure does not include) will be invoked by the Contractor II. The subject of the order no. 2 will be the execution of construction works and conservation works in Blocks A-8 and A-9 in order to allow the completion (completion) of the No. 1 order (execution of construction and assembly works in the scope of the Exhibition System). Description of the subject matterand No. 2 will be the Contractor's Documents, excluding its part being the Documentation of the Exhibition and SW Documentation

1.4. In genre terms, the subject of this order includes the following components:

1.4.1. construction works, i.e. design and execution of construction works in the field of arranging the exhibition space,

1.4.2. delivery, i.e. delivery including installation, commissioningiem and ensuring the service of the Exhibition System;

1.4.3. services, i.e. providing design services including the implementation of Design Documentation and the performance of author's supervision for construction works and conservation works covered by the order No. 2.

1.5. Special requirements for the implementation of the order:

1.5.1. The ordering party has developed an original project entitled: "Arranging projectji exhibition space for the New Main Exhibition of the Auschwitz-Birkenau State Museum in Oświęcim. Historical buildings with inventory numbers A-8 and A-9 "(hereinafter referred to as the NWG Arrangement Project), and in the above mentioned project, a project entitled: exhibition system for the New Main Exhibition of the Auschwitz-Birkenau Museum in Oświęcim "(hereinafter referred to as-SW). The above-mentioned projects consist jointly for the NWG Concept.

1.5.2. All proprietary copyrights regarding the NWG Concept belong to the Employer.

1.5.3. The overriding principle that is in force during the development and each stage of the work of the subject of the order is the immutability of the arrangement together with the functional arrangement of the exhibition, presented in the NWG Concept, unless the necessity of changingn results from the provisions of the law or principles of technical knowledge, or is beneficial from an economic, safety, functional and operational point of view, interference in monumental substances, will have a positive effect on the implementation of the Agreement and will be accepted by the Ordering Party. 1.5.4. The NWG concept should be treated as a set of guidelines for the Contractor to develop the Contractor's Documentation.

1.5.5.-The Contractor's entire documentation should be adapted to the specifics and nature of the facilities and the complexity of the construction, assembly and installation works, as well as conservation works and the quality requirements of the exhibition execution - 1.5.6. The undertaking based on the creation of the New Main Exhibition is the most important task carried out in recent years by the Auschwitz State MuseumItz-Birkenau in Oświęcim and the first of such a comprehensive and complex nature.

The unique, universal value and significance of the Auschwitz-Birkenau Memorial, the Monument to the Martyrdom of the Holocaust Monument, inscribed on the UNESCO World Heritage List and the register of monuments, under the care of the International Auschwitz Council, requires the highest qualifications, experience, commitment and wrContractor's merits.

Works related to the implementation of the subject matter of the order should be subordinated to the historic character of the objects and made with respect for the historical substance

1.6. The detailed requirements for the implementation of the subject of the contract include:

1.6.1. Annex No. 3 to the Terms of Reference. Description of the Item. Attachments to which attachments are:

1.6.1.1. Annex 4 to the Terms of Reference. Function programusable and usable (PFU).

1.6.1.2. Annex No. 5 to the SETC "Design space for the New Main Exhibition at the Auschwitz-Birkenau State Museum in Oświęcim Historical buildings with inventory numbers A-8 and A-9".

1.6.1.3 Annex No. 6 to the ToR "Design of the exhibition system for Of the New Main Exhibition of the Auschwitz-Birkenau Museum in Oświęcim ",

1.6.1.4. Annex No.-7 to SIWZ "Conservation Requirements", which consist of: a. "Conservation guidelines for the construction design of the reconstruction of blocks with inventory numbers A-8 and A-9 for NWG" prepared by a team of PMA-B conservators as a study to constitute a collection recommendations, requirements and conservation restrictions to be taken into account when planning construction works in both buildings (Annex No. 7.1);

b. "Guidelines for the development of conservation work programs accompanying the reconstruction of blocks with inventory no. A-8 and A-9 for the needs of NWG "developed by Danuta Majewska - Butterfly PMA-B, , Oświęcim 2017"; (attachment No. 7.2);

1.7. Deadline for completing all orders: DECEMBER 2021

1.8. BehindSpeaker anticipates the division of negotiations into the following stages. Below are approximate dates in which the Contracting Authority provides for negotiations.

Stage one 23 weeks from the date of the announcement of the proceedings

Stage two on 25 weeks from the date of the announcement of the procedure

Due to the possible prolongation of the ordering procedure, the above dates may be subject to change.

1.9 . The ordering party requiresthat the persons indicated by the Ordering Party (in section III.2.3) of this announcement) performing activities related to the implementation of the order, consisting of performing independent technical functions in the construction industry and performing the functions of restorers of monuments, were employed by the contractor or subcontractor on the basis of a contract of employment, if performing these activities will dependon performing work in the manner specified in art. 22 - 1 of the Act of 26.6. 1974 The Labor Code (Journal of Laws of the Republic of Poland of 2018 item 9127, 1000, 1076, i.e.) - The Employer requires that persons performing activities in the field of construction works, including in particular performing finishing works with installations, teletechnical and assembly as well as servicing construction machines and devices, were employed inunder the employment relationship as its employees within the meaning of the provisions of the Act of 26.6.1974. Labor Code

1.10. The ordering party does not allow variant offers to be submitted.

1.11. The Employer does not allow the possibility of submitting partial offers.

1.12. The Contracting Authority provides for the possibility of supplementary procurement, referred to in art. 67 sec. 1 point 6 p.z.p., total, combinethe value will not exceed 50% of the value of the basic order. The scope of possible supplementary orders may be based on the repeated type of orders consistent with the subject of the basic order, in particular when there is a justified need to extend the subject of the order by carrying out design works, construction works or construction works.orskie

For Blocks A 8 and A 9 or their surroundings, in the area of their impact. In particular, supplementary orders may consist of: - Design work in the field of installations and constructions for construction works and maintenance works related to the reconstruction of A8 and A 9 conservation blocks, - Design work related to the elements of the Exhibition System and in the scope of executionconstruction works Exhibitions;

Works in the scope of development of conservation work programs;

Construction and executive works in the scope of installation in the field of construction works. Exhibitions of individual elements of the Exhibition System.

Contractual conditions under which any supplementary orders will be granted: basis for negotiating the terms of awarding the contract will be a model contract that does not deviate andimmediately from the provisions of the model contract constituting Annexe No. 11 to the SETC

1.13. The Ordering Party allows the order to be processed with the help of subcontractors, excluding the production and assembly of display cases which is the scope of the Ordering Party as a key element of the order within the meaning of art. 36a, para. 2 points 1) p.z.p.

The ordering party requires the contractor to indicate the part of the order the performance of which will be entrusted-subcontractors and providing subcontractors' names.

Each offer must be secured by a bid bond in the amount of PLN 300, 000.00 (in words: three hundred thousand zlotys).

1. Contractors who are not subject to exclusion from the proceedings under Art. 24 sec. 1 points 13 to 23 and par. 5 points 1, 2, 3, 4, 8 AB - 2. Documents confirming no grounds for exclusion:

2.1. information from the National Criminal Register in the scope specified in art. 24 sec. 1 point 13, 14 and 21 against the background, issued not earlier than 6 months before the deadline for submission of tenders;

2.2. certificate of the competent head of the tax office confirming that the contractor is not in arrears with paying taxes, issued not earlier than 3 months before the deadline for submission of bids, or other-a document confirming that the contractor has entered into an agreement with the competent tax authority regarding repayment of such receivables with possible interest or fines, in particular obtaining legally required exemption, postponement or spreading overdue payments or suspending the execution of the decision of the competent authority in full;

2.3. certificate of the appropriate unit of the organizationof the Social Security Institution or the Agricultural Social Insurance Fund or other document confirming that the contractor is not in arrears with paying social security or health insurance contributions, issued no earlier than 3 months before the deadline for submission of tenders, or other document confirming that the contractor has concluded an agreement with the competent authority on repayment-these receivables, together with any interest or fines, in particular obtained legally required exemption, deferral or installment payment of overdue payments or suspension in full of the implementation of the decision of the competent authority;

2.4. excerpt from the relevant register or from the Central Register and Information on Economic Activity, if separate regulations require an entry in the register or registersji, to confirm the lack of grounds for exclusion based on

Art. 24 sec. 5 pts 1 p.z.,

2.5. the contractor's statement that the court has not been the subject of a final court decision or a final administrative decision on default of taxes, fees or social security or health insurance premiums, or - in the event of such a verdict or decision, confirming documentsnot to pay these claims together with any interest or fines or to enter into a binding agreement regarding the repayment of such claims,

2.6. the contractor's statement about the lack of a decision against him as a preventive measure of the prohibition against applying for public orders;

2.7. the contractor's statement on non-payment of taxes and local fees, referred to in the Act of 12.1.1991 on local taxes and charges (consolidated text Journal of Laws of 2017 item 1785 with later changes),

3. If the contractor has its registered office or place of residence outside the territory of the Republic of Poland, instead of the documents referred to in point 2 of this section:

3.1. submit information from the relevant register or, in the absence of such a register, another equivalent document issued by the competent authorityn judicial or administrative country, in which the contractor has its registered office or place of residence, the person concerned by information or a document, to the extent specified in Art. 24 sec. 1 points 13, 14 and 21 point of view;

3.2. shall submit information shall submit a document or documents issued in the country in which the contractor has its registered office or place of residence, confirming respectively that: a) nohe is in default of paying taxes, fees, social security or health insurance contributions or has entered into an agreement with the competent authority regarding repayment of such receivables with possible interest or fines, in particular he obtained the legally required exemption, postponement or installment payment of overdue payments or suspension in full implementation of the decision of the competent authority,

b) no j was openedliquidation and bankruptcy was not announced.

4. Documents referred to in point 3.1 and point 3.2 lit. b), should be issued

Not earlier than 6 months before the deadline for submission of offers. The document referred to in point 3.2 lit. a), should be issued no earlier than 3 months before the expiry of that period.

5. If in the country in which the contractor is established or resides or mewhere the person concerned is living, the documents referred to in point 3, it is replaced by a document containing the statement of the contractor, indicating the person or persons authorized to represent it, or a statement of the person to whom the document was to be submitted, before a notary or before a judicial, administrative or self-governmental bodyappropriate for the seat or place of residence of the contractor or place of residence of that person. The provision of point 4 shall apply accordingly.

6. If the contractor will rely on the resources of other entities on the terms set out in Article 22a paragraph 1 p.z., the Employer will examine whether there are any grounds of exclusion regarding this subject, referred to in art. 24 sec. 1points 13 to 22 and paragraph 5 points 1, 2, 3, 4, 8 pz. In this case, the contractor will be required to present in relation to these entities document documents listed in point 2 of this section.
