Framework agreement for the proposal as well as the provision of IT consultants

The IT department of the CSSF wishes to set up a framework agreement for a period of 3 years to meet its needs forIT services. The framework agreement includes different consultant profiles: JAVA Developpeur Project Manager / PMO Business Analyst / Tester.

The mission is to take care of the development of the features described in the analysis documents, to realize the unit tests, and to realize the bug fixing anomalies identified.

- Certificate of registration in the registry of the protrade register or in the absence of a sworn declaration or a certificate of registration in the roll of the Chamber of Commerce and in accordance with the conditions provided for by the legislation of the State in which it is established,

- extract from the criminal record or, failing that, an equivalent document, providing information on the probity of the person who signed this tender dossier, and(r) a judicial or administrative authority of the country of origin or provenance, certificates issued by the competent authorities of the Member State where the tenderer is established, according to which the economic operator is in compliance with his obligations relating to the declaration and payment of social security contributions, - certificates issued by the competent authorities of the Member Statee or the tenderer is established that the economic operator is in compliance with his obligations relating to the declaration and payment of taxes and duties. For certificates and extracts, they must be established at a date which can not be earlier than 3 months on the day of the opening of the tender, nor posterior to the day of the opening of the tender.

The minimal conditions-of economic and technical character to be completed by the economic operator are detailed in the tender file. This refers to: (a) concerning the personal situation of the candidate (exclusion criteria):

- the supply of the required documents and the answer to the questionnaires;

(b) concerning the economic and financial capacity:

- the supply of the parts required and the answer to questionnaires;

(c)-technical and professional capacity:

- supply of required documents and replies to questionnaires,

- provision of references from similar projects 3 references to similar projects in progress or completed during the last 2 years, if possible in the Grand- Duche or within the Greater Region,

- provision of information relating to consultants and field of activityQuick of the company,

- the percentage of consultants by field (lots) compared to the number of global consultant (September 2018),

- the provision of 10 hp per lot for which the candidate wishes to bid (6 junior and 4 senior),

- the provision of a company record of their areas of electronic activity.
