Constanța County Council intends to purchase medical equipment and the related services of installation and training / specialization of the users for the optimal functioning of the Prosecutor's Office of the Legal Medicine within the Emergency Clinical Hospital" Sf. Apostol Andrei "Constanta, in scopul of the alignment with the European standards for the optimal and safe conduct of the specific activity.

Main Site: Prosecutor's Office of Legal Medicine within the County Emergency Clinical Hospital "Sf. Apostol Andrei "Constanța.

Provision of fixed autopsy table with suction and hood with UV and LED lights (3 pcs) and related services, such as installation, training / specialization usedcountries, in accordance with the requirements of the specifications, for the optimal functioning of the Prosecutor's Office of the Legal Medicine within the County Emergency Clinical Hospital „Sf. Apostol Andrei "Constanța.

Requirement 1. The bidders and, as the case may be, the associated bidders, the third-party supporters, the subcontractors must not be found in the situations provided for in articles 164, 165, 167 of Law no. 98/2016regarding the public procurement, with the subsequent modifications and completions.

The method of fulfillment:

The DUAE will be completed in accordance with art. 193 para. (1) of Law no. 98/2016, by the economic operators participating in the award procedure (including any third parties and subcontractors) with the information related to their situation.

At the request of the contracting authority, the tenderer ranked onthe first place after applying the award criterion will present supporting documents that prove the fulfillment of those assumed by completing the DUAE, as well as any document considered edifying from this point of view, in the country of origin or in the country where the tenderer is established.

These documents can be :

- certifying documents regarding the lack of outstanding debts, regarding the payment imthe positions, taxes or contributions to the general consolidated budget (local budget and state budget) at the time of presentation,

- the criminal record of the economic operator and of the members of the administration, management or supervision body of the respective economic operator or of those who have power of representation, decision or control within it, as it results from the certificatethe finding by the ONRC,

- as the case may be, documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement,

- other edifying documents, as the case may be.

If several economic operators jointly participate in the award procedure, the fulfillment of requirementsis demonstrated by each economic operator.

Non-resident (foreign) economic operators have the right to present any edifying documents to demonstrate that they have fulfilled their outstanding payment obligations of taxes, taxes and contributions to the state budget and the local budget., in accordance with the legislation of the country of residence, issued by the competent authoritiesof the country of origin (such as certificates, tax filings or other equivalent documents), as well as a certificate of fiscal residence (avoiding double taxation) valid for the current calendar year.

Requirement no. 2.

The bidder or, as the case may be, the associated bidder, the supporting third party, the declared subcontractor must not comply with the situations provided by art. 60 of Law no. 98/2016 regarding the public procurement, with the subsequent modifications and completions.

The method of fulfillment:

With the DUAE, the participating economic operators will present the Declaration regarding the non-compliance with the provisions of art. 60 of Law no. 98/2016 (according to the Form existing in the "Forms" section). In this respect, the bidder, the associated bidder, the supporting third party and the subcontractor must notis in conflict of interests with the following persons with decision function within the contracting authority involved in organizing, carrying out and completing the award procedure:
