Cleaning services at the buildings of the University of Medicine and Pharmacy "Grigore T. Popa" of Iasi

The services that are the object of the contract are cleaning services at the buildings of the University of Medicine and Pharmacy "Grigore T. Popa "from Iasi.

Main Site: Iasi, Iasi County.

Maintenance cleaning is carried out at fireplaces E5, 1 May A, 1 May B, 1 December pav. 9 and pav. 10, from Monday to Friday between 6:00 and 14:00 and Saturday from 8:00 to 12:00, and at the T22 hostel and C9-C10 resident doctor`s house from Monday until Friday between 7:00 and 15:00. : 00, except legal holidays. Personnel required: Fireplace E5 2 persons; Fireplace May 1 A 2 persons; Fireplace 1 May B 2 persons; Fireplace December 1st pav. 9 2 persons;Fireplace December 1st pav. 10 2 persons; T22 fireplace 2 persons; C9-C10 fireplace 2 people. Total: 14 persons.

The main requirements imposed on the cleaning activity: the ventilation of the spaces; floor cleaning at all access roads; dust removal: doors, windows, luminaires, baseboards, railings, fire extinguishers, hydrants, sockets, switches, radiators, displays in common spaces; emptyingand cleaning garbage baskets, collecting and disposing of garbage at specially arranged places; wipe dust and cobwebs in all common spaces; washing interior and exterior glass surfaces at common areas; cleaning and washing balconies and their grill on each level; replacement and completion of household bags; washing and disinfecting sanitary groupse: sink, toilet, shower, doors, door frame, mirror, basin; washing and disinfecting floors and tiles in sanitary groups; cleaning, washing and disinfecting with special refrigeration solutions, electric hobs, ovens, sinks, tiles, tiles from kitchen offices; maintenance of living rooms during the summer holidays August, September (general cleaning); cleaning prin wet and dry method of the floor in the reading rooms and the removal of furniture; cleaning of magazines (monthly); sweeping / clearing alleys, sidewalks; cleaning the green space and the sidewalk around the building; cleaning around the dumps for garbage storage, sweeping and washing of elevators.

Requirement 1: economic operator (individual bidder, member of an associationi, subcontractor, third party supporter) or any person who is a member of the board / management, supervisory or supervisory body or who has power of representation, decision or control within it must not be in none of the situations mentioned in art. 164 para. (1) of Law no. 98/2016, regarding the reasons for exclusion regarding lof criminal convictions. The bidder, the third-party supporters (if any) and the subcontractors (if any) will present the following documents: the declaration on their own responsibility regarding the failure to comply in the situations provided in art. 164 para. (1) of Law 98/2016, by completing DUAE (Single European Procurement Document) in accordance with the provisions of art. 193 of the law. At the request of the authorityto the contracting country (according to art. 196 of Law 98/2016), the tenderer ranked first after applying the award criterion will present the following supporting documents: the criminal record of the economic operator, respectively the criminal record for each of the members of the administration body, by management or supervision of the respective economic operator, respectively persoans that have the power of representation, decision or control within it, as it results from the certifying certificate issued by the Ministry of Justice Office of the Trade Register / constitutive document of the economic operator. The document is uploaded to SEAP, signed with the extended electronic signature.

Requirement 2: the economic operator (individual bidder, member of an association, subcontractor, third party supporter) must not be in any of the situations mentioned in art. 165 para. (1) and para. (2) of Law no. 98/2016 corroborated with art. 166 para. (2) of the same normative act, regarding the reasons for exclusion regarding the payment of taxes or contributions to social insurance. Tenderer, third party supporters (if applicable) and subcontractors (if applicable)they will present the following documents: the declaration regarding the non-classification in the situation provided in art. 165 of Law no. 98/2016 regarding public procurement by completing DUAE (Single European Procurement Document) in accordance with the provisions of art. 193 of the law.

At the request of the contracting authority (according to art. 196 of Law 98/2016), the bidder ranked first after applying the criterionof award, will present the following supporting documents: certifying certificates regarding the payment of taxes, taxes and contributions to the general consolidated budget (local budget, and the state budget, etc.). The certificates will prove the lack of outstanding debts at the time of their presentation or according to the exceptions provided by law. The documents are uploaded in SEAP, signed with the elect signatureextended rhetoric.

Requirement 3: the economic operator (individual bidder, member of an association, subcontractor, third party supporter) must not be in any of the situations mentioned in art. 167 para. (1) of Law no. 98/2016, regarding the reasons for exclusion regarding the insolvency procedure, conflicts of interest or professional misconduct.

The bidder, the third party supporters (if it isthis case) and the subcontractors (if applicable) will present the declaration regarding the non-classification in the situations provided in art. 167 of Law no. 98/2016 regarding public procurement, by completing the DUAE (the Single European Procurement Document) in accordance with the provisions of art. 193 of the law. - The term by which the economic operators can findapproves the requests for clarifications is 7 days before the deadline for submission of tenders,

- The deadline until which the contracting authority will respond clearly and completely to all requests for clarifications / additional information: no later than the 4th day before of the deadline for submission of tenders,

- The minimum validity period of the offer is 3 months from the deadlineof submission of the offer,

- If it is found that 2 or more offers are in the first place (they have equal prices), the contracting authority will request clarifications through SEAP, for the electronic uploading by the economic operators of documents with new prices,

- Any economic operator has the right to request clarifications regarding the content of the documentation ofattribution and implicitly also on the mandatory contractual clauses (which are part of the award documentation).
