CPV Description: Cleaning and polishing products.

Cleaning, disinfection. and hygiene. detergents and cleaners. for the needs of NRIC, for a two-year increment of 3 detached positions.

Lot 1 - Supply of cleaners-preserved according to Art. 12, para. 1, item 1, in connection with Art. 12, para. 6 of the PPL;

Main Site: Franco warehouses of the contracting authority in the cities of Sofia, Plovdiv, G. Oryahovitsa, Shumen, Vratsa and-Bourgas detailed in the tender documentation

Delivery of detergents - 19 pcs. total items: terracotta, faience, mosaic, walls - 7, 200 pieces, glass cleaner, countertops and mirrors - 4, 000 pcs, toilet soap - 27 000 pcs. and others. The full description of the detergents is given in the technical specification for the OP 1.

Separate positionNo 2 - not required; Separate items Nos 1 and 3 - the participant who participates under the procedure of Art. 12, para. 1, item 1 in relation to Art. 12, para. 6 of the Public Procurement Act should be registered as a specialized enterprise or cooperative of persons with disabilities in the Register of Specialized Enterprises and Cooperatives of People with Disabilities maintained by the Agency for People with Disabilities and for non-residents - in the analogousin accordance with the law of the Member State where they are established.

If the participant is a grouping which is not a legal entity, compliance with the selection criterion shall be demonstrated by each member of the grouping. Where the participant provides for the participation of subcontractors, the requirement also applies to them. To fulfill the condition under Art. 12, para. 6 of the PPA, the participants may use subcontractsor to refer to the capacity of third parties if subcontractors or third parties are specialized enterprises or cooperatives of persons with disabilities to whom the same requirements are applied.

Proof of eligibility for the exercise of professional activity of the participants is presented the following document, in relation to the requirement:

Certified registration certificatespecialized enterprises and cooperatives of people with disabilities in the Register of Specialized Enterprises and Cooperatives of People with Disabilities, maintained by the Agency for Disabled People or equivalent.- The document is presented under the terms of Art. 67, para. 6 of the Public Procurement Act - Other interested parties may participate in the procedure for lots 1 and 3 but their offers are considered on their ownif no offers are accepted by participants for which lots 1 and 3 are reserved

When submitting a tender, the participants declare their compliance with the suitability criteria set by the assignor by filling in Part IV: "Selection Criteria", Section A "Fitness" by eEEDOP

Each participant may participate for each of the sepa- rate positions. The open procedure maya participant who meets the conditions of Art. 10, para. 1 of the Public Procurement Act. The contracting entity does not have the right to create a legal entity where the participant selected as a contractor is a grouping of natural and / or legal entities. Where the participant is a grouping which is not a legal person, a copy of a document must be provided showing the legal basis for creation of the grouping, shorter than the deadline for the implementation of this contract. The document must contain:

1. The rights and obligations of the members of the grouping; The distribution of responsibility among the members of the grouping; The activities that each member of the grouping will perform. The assignor shall remove from the procedure the participant for whom the grounds under Art. 54, para. 1, item 1-7 of the Public Procurement Act, Art.55, para. 1, item 1, item 4 and item 5 of the Public Procurement Act and Art. 107 of the Public Procurement Act, as well as the circumstances under Art. 3, item 8 and Art. 4 of the Economic and Financial Relations Act with the companies registered in preferential tax jurisdictions, the persons controlled by them and their actual owners and the presence of circumstances under Art. 69 of the Law on Counteracting Corruption and for Removing Illegal Sicknesshousehold goods. Any member of the grouping which is not a legal person, subcontractors and third parties must meet the relevant selection criteria and for them there are no grounds for removal from the procedure. 67, para. 1 of the PPA when submitting the tender, the participant declares lack of grounds for removal from the procedure and compliance with the selection criteria throughWhen a participant is a grouping that is not a legal entity, a separate ENEDOP is submitted for each member of the consortium when submitting the bid. When the tenderer has indicated that he / she will use subcontractors and / or third parties when submitting the tender, each of them will be presented with a separate EEDOP.

The documents proving the information specified in the EEDOPmay be required additionally under the conditions of Art. 67, para. 5 of the Public Procurement Act. According to Art. 67, para. 6 of the Public Procurement Act before the conclusion of a public procurement contract, the tenderer designated as a contractor shall provide up-to-date documents certifying the lack of grounds for removal from the procedure and compliance with the selection criterion. Documents shall be submitted by any member of the consortium which is not a legal entity, and subcontractors and third parties, if any
