At present, the local authority of Alba Iulia has its ownage / administration 188 km of non-modernized roads, category of roads that will increase in the future due to the constant construction of new development areas.

Related requirementsto the reasons for exclusion
Requirement 1 - Failure to comply with the provisions of art. 164, 165 and 167 of Law 98/2016 on public procurement.
Bidders, associated bidders, third-party supporters and subcontractors must not be found in the situations provided in art. 164, 165, 167 of Law no. 98/2018 regarding the public procurement, with the subsequent modifications and completions.
The method of fulfillmente:
DUAE will be completed in accordance with art. 193 para. (1) of Law no. 98 / 2016.
The supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority only to the tenderer ranked first in the intermediate ranking drawn up at the end of the evaluation of the tenders are:
- certificates confirming the lack givenof the remaining countries, regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentation,
- the criminal record of the economic operator and of the members of the administration, management or supervisory body of the respective economic operator, or of those with power of representation, decision or control within the frameworkits nature, as it results from the certifying certificate issued by the ONRC / the constitutive act,
- as the case may be, documents proving that the economic operator can benefit from the derogations provided in art.166 par. (2), art. 167 para. (2), art. 171 of the Law 98/2016 on public procurement,
- other edifying documents, as the case may be.
If in the country of origin or the country in whiche is established the bidder / third party supporter / subcontractor does not issue documents of the nature provided for above or those documents do not cover all the situations provided for in articles 164, 165 and 167, the contracting authority has the obligation to accept a declaration on its own responsibility or, if in the respective country there are no legal provisions regarding the declaration on its own responsibility, oAuthentic statement given before a notary, administrative or judicial authority or a professional association that has competence in this regard.
Failure to submit the DUAE at the time of the offer (including for the associate / subcontractor / supporting third party) will result in its rejection as unacceptable. Note: The DUAE will be completed and submitted separately, for each lot separately.

The interaction with the bidders, respectively the process of evaluating the bids, will be carried out according to the following rules: Rules of communication and transmission of data: requests for clarifications regarding this doc. of the award will be addressed exclusively in the SICAP section "Questioni "from the award procedure carried out by electronic means, and the answers to these will be published in the SICAP in the" Documentation, clarifications and decisions "section of the participation notice. Breakdown: If following the award criterion, two or more economic operators are in the position with the highest score obtainedt in the process of evaluating the offers, for the separation, the price of the offer will be used, in which case the contract will be awarded to the tenderer with the lowest price offered. If two or more economic operators meet the same score and have the same offered price, the contracting authority will request a re-offer of a new financial proposal through SICAP, in which case the contract will beattributed to the bidder whose new financial proposal has the lowest price
