SIDEN correspondent SIAN and its rules Noreade and the person signataMarket Manager is the President of SIDEN-SIAN and its Noreade Regies.

(1) The contract will be concluded in the form of a framework agreement provided for in Article 51 of Directive 2014/25 / EC of 26.2.2014. It means a purchase order transaction in accordance with Articles R. 2162-1 to R. 2162-6 of the Public Order Code. There will be only one attribute per lot;

2) in accordance with the provisions of theArticle R. 2161-23 of the decree n 2018-1075 of 3.12.2018 pertaining to the regulatory part of the public order code, the SIDEN SIAN and its Noreade rules reserve the right not to negotiate. Negotiations will be initiated with candidates after the deadline for submitting proposals. It will be able to relate to all the criteria of allocation; 3) offers economically the most advantageousaccording to the criteria stated below with their weighting:

- criterion 1: 70% for the price, for the standard products,

- criterion 2: 15% for delivery times,

- criterion 3: 15% for the scope of the range of products proposed;

4) modality of communication and electronic exchanges: the whole of the exchanges and communications during the procedure of procurement of markets orblics will be dematerialized: - the reference time zone will be that of (GMT 01:00) Paris, Brussels, Copenhagen, Madrid,
