CATE 2020

The purpose of this call for tenders is to conclude a framework contract for a client/server computer assisted translation (CAT) tool and the provision of maintenance, support, consultancy, and training services thereto. The CAT tool is expected to be the single application used on a daily basis by translators and support staff to carry out their work.

Main Site : Main place of delivery: Brussels, Belgium, Luxembourg, Luxembourg and other sites of the EU institutions, bodies and agencies.

The EU Institutions produce a total of 6 000 000 pages of content in 24 official EU languages and a number of non-EU languages per year. They work on multiple sites in Brussels and Luxembourg with a staff of about 4300 translators.

A) Software Licences

a) User licences for server based components of a CAT tool.

The server components should provide features for the management of language resources and the automated pre- and post-processing of translation requests, including the production of relevant reports, collaboration and communication on project level as well as quality assurance and assessment.

b) User licences for client components of a CAT tool for stand-alone use.

The client components will be used for translation and revision and should be the single point of access to all relevant language resources, in particular translation memory data, machine translation results, terminology and reference material related to a project and enable the cooperation of translators working on a project, project specific communication as well as quality assurance and assessment.

B) Software services

a) Software maintenance services for the CAT tool.

The contractor to whom the FWC is awarded undertakes to maintain the software products covered by this call for tenders in perfect working order.

b) Support services for the CAT tool.

The contractor to whom the FWC is awarded undertakes to maintain helpdesk support services that would ensure the provision of answers to questions related to the functioning of the software or technical issues. Note that most contracting authorities ensure first level, i.e. end user, support in-house.

c) Consultancy services related to the CAT tool.

The contractor to whom the FWC is awarded undertakes to provide all needed consultancy services consisting of advice and expertise not covered by the support services, in particular any work involving informatics developments (software adaptations, integration with the environment, etc.).

Consultancy services may be provided in Brussels and Luxembourg.

d) Training services for the CAT tool.

Training shall be provided at the sites of the contracting authority in Brussels or Luxembourg.

Training shall be addressed to users of the products and to the technicians responsible for support within the Contracting Authority. The number of participants for each course shall be determined by mutual agreement between the parties at the time of signature of the specific contract.
