CPV Description: Car park control equipment.
Supply and installation of a smart parking system for the City of Athens.
The subject of the contract is the procurement of 1, 000 parking sensors, roadside fitting, network interface equipment and smart city platform licenses, and services withtraining, installation and training
A.3.1) Supply of intelligent parking equipment and software
The procurement concerns:
1, 000 parking sensors, modern technology, to be placed inside the pavement, to monitor the coverage or not of the corresponding positions. iOS and Android (native) apps to navigate drivers on parking and full management software
The platform must exploit the advantages of Internet of Things (IoT) technologies, interconnecting citizens, processes, data and objects, The platform must support at least the following solutions: - dynamic parking management, - remote control of street lighting, - wireless access to the Internet,
- collecting and managing environmental data from sensors,
- using video analytics,
- int(eg buckets) and vehicles
(garbage trucks)
A.3.3) LoRaWAN interface equipment and software
The data generated by the smart parking sensors will be collected from a LoRaWAN wireless network interface, low power consumption and the high permeability of the transmitted signals.
The network to be used for interfacing devicesmust be compatible with the ETSI EN 300 220 and operate in the 863-870 MHz frequency range. The maximum transmit power limit is 25mW erp and the duty cycle at 1% for 868.0-868.6 MHz and 10% for frequencies 869.4 869.65 MHz. The links will be between end devices and network infrastructure (signal aggregators, gateways), based on-above specifications. Communication between end devices is not acceptable and repeaters can not be used.
The tenderer in the bidding technique must make a specific plan to cover the area defined in paragraph A.1.2) and propose specific number of Gateways.
A.3.4) Implementation study services
During the first phase of Uthe Contractor will update his offer and finalize the design of the project, based on the evidence from an onsite autopsy, to be carried out during this phase. During the first implementation phase, the relevant implementation study will be prepared.
A.3.5) Installation and customization services
The Contractor will undertake all the installation work of theparking sensors, network interface equipment and parameterization of the software provided so that all the individual components of the solution can be delivered in full operation
A.3.6) Pilot operation of the equipment
The Contractor shall provide pilot services while the users of the organization will make full use of the network.
A.3.7)training sessions
The aim of the required training is to familiarize the equipment managers with the customization, management and control of the proper functioning of the equipment and of the functions provided thereby.
The Contractor shall provide training and transfer of know-how, to the managers of the controlled parking system.
A.3.8) Guaranteed servicesoperation of the equipment
Within the Contractor's obligations, it is for a period of two (2) years from the final receipt of the project, to maintain the facilities at its own expense and to remedy any problems and malfunctions presented. are provided free of charge and concern the entire project and are provided in a guaranteed service level environment, as defined.
Economic operators involved in the process of concluding this Convention are required to engage in a professional activity related to the subject matter of this Notice.
Economic operators established in a Member State of the European Union are required to are registered in one of the professional or commercial registers kept in the Stateestablishment or meeting any other requirement set out in Annex XI of Appendix A to Law 4412/2016. In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries that have acceded to the SSS, or in third countries not covered by the previous case and having concluded bilateral or multilateral agreementsThe economic operators established in Greece are required to be registered with the Chamber of Crafts, Trade or Industry or an equivalent body or professional association.
Economic operators engaged in employment, pwho are not registered and have no obligation to enroll in any of these chambers shall submit a sworn or affirmative statement stating their type of professional activity and the reasons for not registering them in any of the above Chambers, as provided for in Article 2.2.10 (B2) of the present-Guaranteed operation of two (2) years from the final receipt of the project.
During the period of guaranteed operation, the contractor is responsible for the good functioning of the project. Also, at the time of the Guaranteed Operation, it must perform the foreseen maintenance and repair any damage in a manner and at the time described in Annex I, paragraph A.3.8).
After the completion of the contract, the contractor is required to submit, in accordance with paragraph 2 of article 72 of Law 4412/2016, a letter of guarantee for the proper functioning of the project, amounting to 3% of the value of the contract, excluding VAT and two (2) years. A model is included in Annex IV hereto.
On presentation of the warranty on• In order to monitor the fulfillment of the contractor's contractual obligations, the Monitoring and Receiving Committee shall carry out the required control of the contractor's compliance with the contract as provided for in the Guaranteed Operation for the whole duration of the contract. its period of validity, keeping it relatively practical. In case of noncompliance(1) month after the expiry of the guaranteed guarantee period, the Monitoring and Receipt Committee shall draw up a protocol for the receipt of the contract by the Contractor. guaranteed function, in which it decides, for the contractor's compliance with the requirementcontract. In the event of non-compliance - either in whole or in part - with the contractor, the collective body may propose the total or partial forfeiture of the guarantee of good functioning provided for in Article 4.1.2.
