The subject of the public procurement contract covers the implementation of the the following activities:

9. The subject of the public procurement contract covers the following activities: a) activity No 1 "Preparation of policy and rules for intellectual property"; b) activity No 2 "Preparation of policy and structure for exploitation and commercialization of the results of the research, incl. knowledge transfer and technology transfer structure ", c) activity No 3" Drawing up of rules for the institutionalthe implementation of the European Charter for Researchers and the EC Code of Conduct for Recruitment; "(d) Action 4" Preparation, Development and Implementation of Pilot Models and Innovations, Methodologies for training and qualification for work in the relevant area of impact "; (e) activity No 5" External consultancy services-the results of the research, incl. (e) Activity 6 "External consultancy services for the exploitation and commercialization of research results".

The contracting authority does not specify for the participants selection criteria relating to fitness for the exercise of professional activity.

Any participant in the award procedure-the procurement must meet the following minimum economic and financial standing requirements: - Have an average total annual turnover for the last 3 completed financial years (2015, 2016 and 2017) or the date of commencement of the operation in amount equal to or exceeding 200 000 BGN (two hundred thousand levs)

When submitting a tender the compliance with the requirement is declared-in ECEED (Part IV "Selection Criteria", Section B "Economic and Financial Situation"). In the cases under Art. 67, para. 5 and para. 6 of the PPL, the requirement is evidenced by reference to the total turnover.

In the case of unions which are not legal entities, compliance with the minimum requirements for economic and financial condition is proved by the participating grouping and not by any of the persons included in it.

Ongrounds and under the conditions of Art. 67, para. 5 and para. 6 of the PPL in the course of the procedure or prior to the conclusion of the contract for awarding the public procurement to prove compliance with the selection criterion, the documents under Art. 62, para. 1, item 3 and item 4 of the PPA, which prove the authenticity of the information declared in the EDEDOP, namely copies of the annual financial statementsfor the last 3 (three) completed financial years or their constituent parts, when their publication is required by the law of the country where the participant is established.
