In the procedure may participate any Bulgarian or foreign natural or legal person or their associations which meets the requirements of Art. 10, para. 1 of the Public Procurement Act and the requirements of the Contracting Authority. The Contracting Authority shall remove from participation a participant for whom the grounds under Art. 54, para. 1, Art. 55, para. 1 of the Public Procurement Act, the conditions under Art. 107of the PPL, as well as the circumstances under Art. 3, item 8 of the Economic and Financial Relations Law with the companies registered in preferential tax jurisdictions, related persons and their actual owners - The items listed in item 2 of this contract are included in the list of goods and the services under Art. 12 para. 1 point 1 of the Public Procurement Act and on the grounds of Art. 80, para. 1 from P.PZOP, the assignor has assigned a distinct position as reserved for the participation of specialized enterprises or cooperatives of people with disabilities or for economic entities, whose main purpose is the social and professional integration of people with disabilities or disadvantaged people. Persons must be registered as specialized enterprises or cooperatives of people with disabilities at least threeyears prior to the date of opening this procurement and at least 30 per 100 of its list being disabled or disadvantaged. Specialized enterprises or cooperatives of persons with disabilities may participate provided that they can perform at least 80 per cent of its subject with its own machinery, equipment and human resources."Specialized enterprises or cooperatives of persons with disabilities" are those within the meaning of Article 28, paragraph 1 of the Law on the Integration of Persons with Disabilities or their equivalent under the legislation of the Member State - Documents proving the absence of grounds for removal are referred to in Article 58 of the PPL and submitted by the tenderer selected as contractor prior to the conclusion of a public contract• Documents proving compliance with the selection criteria shall be submitted before the conclusion of the contract for award of the public procurement contract in accordance with Art. 67, para. 6 of the Public Procurement Act and are: - List of services that are identical or similar to the subject of the public procurement, indicating the values, dates and recipients, together with proof of the services rendered, - Certificate of application of-quality management system ISO EN 9001: 2008 (or equivalent certificate) valid at the time of submission of the tender
- List of the members of the team responsible for the implementation, indicating the professional competence
When signing the contract, the participant selected for the contractor should also provide a performance guarantee of 2% (2 per 100) of the maximumits minimum allowable value, excluding VAT.
