2019-KID-005 Framework Agreement for the Procurement and Service of Access Control Systems for Kultur- og idrettsbygg Oslo KF [the Municipal Undertaking for Culture and Sports Facilities, Oslo]

A Framework Agreement will be acquired for the procurement and service of access control systems for Kultur- og idrettsbygg Oslo KF's (KID) [the Municipal Undertaking for Culture and Sports Facilities Oslo] installations. As of now, the portfolio consists of approx. 40 properties and installations. In 2017, KID established access control for major parts of the portfolio. Description of the current system is in the requirement specification. There is a need to establish a service and maintenance contract for the established systems, and to be able to supply equipment where it is lacking, or if the established system must be expanded. KID's access control system consists of: System: Integra W7, Number C.nodes = 29, Number S.nodes = 328, Card readers = 337.

Oslo Municipality c/o Kultur- og idrettsbygg Oslo KF (KID) [the Municipal Undertaking for Culture and Sports Facilities Oslo], hereafter called the Contracting Authority, invites tenderers to participate in an open tender competition for a Framework Agreement for procurement and service of access control systems. KID is a municipal company that will operate, develop and maintain the Municipal Undertaking for Culture and Sports Facilities buildings in Oslo municipality. As of now, the portfolio consists of approx. 40 properties and installations. There may be changes to the portfolio during the contract period. In 2017, KID established access control for major parts of the portfolio. Description of the current system is in the requirement specification. There is a need to establish a service contract for the established system, and to be able to supply equipment where it is lacking, or if an established system must be expanded. The procurement concerns a Framework Agreement for service and maintenance of the established system from 2017. This access control system consists of:

— System: Integra W7,

— Number C.nodes = 29,

— Number S.nodes = 328,

— Card readers = 337.

In addition, the tenderer must be able to deliver equipment to supplement and expand the existing and new systems with fully computable equipment, without the need to replace main components in the established system from 2017. Compatible means that the same card technology must be able to be used for new and old systems, and that management, monitoring of programming must be able to take place from the same platform and software.

Tax certificate:

The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than six months old at the deadline for submitting a request for participation in the competition or tender. For building and construction contracts, the tenderer shall require an equivalent tax certificate from all sub-suppliers when contracts are signed for the assignment with a value exceeding 500 000 NOK excluding VAT.

Company Registration Certificate:

Requirement:

— the service provider must be a legally established company.

Documentation requirement:

— Norwegian companies: company registration certificate,

— foreign companies: a verification showing that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Requirement:

The tenderer must have the financial capacity to implement the assignment. Under this bullet point, the Contracting Authority will assess of turnover, annual results, and key figures in the balance sheet.

Documentation requirement:

Credit rating not older than 6 months. The Contracting Authority reserves the right to obtain the credit rating from a certified credit rating institution and financial statements for the last year.
