Expression of Interest are invited for Consulting Services for Update of the National Methodology for Preliminary Flood Risk Assessment and Flood Hazard & Risk Mapping, and Implementation of PFRA & Identification of Areas at Risk.
As a country in transition and a relatively new EU member, Bulgaria faces a particular set of challenges to ensure a water secure future for its people, its economy and its environment. On one side, changing climate, demographic, economic and technological trends have led to dramatic shifts in water quality and quantity demands and risks. On the other hand, the country also must comply with an institutionally and financially demanding set of requirements to reach the EU environmental acquis. Despite the wealth of water resources, favorable soil and climatic conditions, and a strong institutional and regulatory framework, Bulgaria continues to face considerable challenges in the modernization of its water infrastructure and institutional capabilities.
Bulgaria's water profile is complex. The country has experienced several droughts over the previous century, while also being flood prone in certain areas. In the face of climate change, Bulgaria will need to increase the preparedness of its water sector to these pressures and, at the same time, balance competing needs of the population and key economic sectors like agriculture, energy, and urban development.

Two key planning instruments for the country's water resources are those of River Basin Management Plans (RBMPs) and Flood Risk Management Plans (FRMPs), which promote integrated water resources management nationally, regionally, and at a transboundary level. Developing RBMPs requires the assessment of the initial status of surface and groundwater and the identification of areas where good status objectives have and have not been achieved. They also require Member States to analyze the causes for failure to meet criteria, and, in turn, identifying a course of remedial actions to correct these failures. FRMPs guide a long-term planning approach for the management of flood risk, reducing the adverse consequences of flooding for human health, the environment, cultural heritage and economic activities.
The adoption of RBMPs and FRMPs are crucial not only as management tools, but also to ensure compliance with national obligations under the EU Water Framework Directive (WFD) and Flood Directive. Failure to fulfil the ex-ante conditionality of these Directives would create a risk for funding under Operational Program Environment (OPE), the Rural Development Programme (RDP), and Operational Program Innovation and Competitiveness (OPIC).
Given this context, the Government of Bulgaria has requested World Bank Group (WBG) support to accelerate the process, ensure quality and consistency with EU requirements and promote best practices in IWRM and Integrated Flood Risk Management, while supporting the Ministry in carrying out components of the process to ensure capacity of the Ministry to carry out future RBMPs and FRMPs.
The FRMP is a requirement for all EU member states and is being described under the EU Floods Directive (Directive 2007/60/EC on the assessment and management of flood risks). The EU Floods Directive sets out the requirements of the PFRA, which have been transposed into the Bulgarian Water Act under Article 146 g(1)of the Water Act.
The Directive requires Member States to implement the approach of long-term planning in three stages:

I. Preliminary flood risk assessment (PFRA), establish APSFRs

II. Flood hazard and flood risk mapping

III. Flood risk management plans, including Program of measures (PoM)
The objective of this assignment is the update of the National Flood Risk Assessment Methodology for stage I and II of the FRMP, and implementation of stage I of the FRMP: Preliminary Flood Risk Assessment (PFRA) and identification of associated APSFR in accordance with the EU Flood Directive and the national Water Act, and based on the updated (and approved) methodology.
Bulgaria is an EU member state and covers 4 River Basins or Units of Management; Black Sea River Basin, Danube River Basin, East Aegean River Basin and West Aegean River Basin. This assignment covers the entire country and should be built upon the work done for the 1st cycle FRMP

SUBMISSION REQUIREMENTS

The World Bank now invites eligible firms to indicate their interest in providing the services described. Interested firms must provide the information required to fulfill the qualification criteria showing that they are well prepared and qualified to perform the services. Please note that the following restrictions apply to the number of pages allowed:

Letter of interest: 2 pages

Letter of association 2 pages per associate

Company profile, short CV key staff, relevant project experience:

10 pages, should be less than 5MB which includes all accompanying annexes.
Consultants may associate to enhance their qualifications. Associating with Bulgarian experts or companies is a prerequisite as well as associating with international experts or international firms in case the lead firm is Bulgarian.
Interested firms are hereby invited to submit expressions of interest.

NOTES

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Interested firms require to receive at least 75 points on their Expression of Interest to be shortlisted.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
Qualification Criteria
· 1. Provide information showing technical qualifications in the field of the assignment & years of relevant experience working on Flood Risk Assessments & Flood Hazard & Flood Risk Modeling, with targeted experience in Bulgaria in particular [total 40 points] *
· 2. Provide information on the years of expertise and project experience working on the EU Flood Directive. Demonstrate knowledge of implementation of various stages of the EU Flood Directive and demonstrate understanding of the EU FD reporting and data management requirements [total 30 points] *
· 3. Provide short CV of proposed core team, and demonstrate the complementarity of individual team members for the assignment (and among firms in case of associate with other firms) [total 30 points] *
