1. The Government of the Republic of El Salvador, through the Ministry of Public Works and Transportation (MOPT), has received financing from the Inter-American Development Bank (IDB), to cooperate in the execution of a “Program” that will contribute to growth economic of prioritized Municipalities in the Coastal-Marine Strip through the support of productive corridors .; and the borrower intends to use a portion of these funds for consulting services contracts.

2. The consulting services include the Supervision of the projects called: “Construction of Artisan Dock Conchaguita Island, Municipality of Meanguera del Golfo, Department of La Unión”, “Construction of Artisan Dock Zacatillo Island, Municipality of La Unión, Department of La Unión ”, “ Construction of Punta Chiquirín Craft Dock, Municipality of La Unión, Department of La Unión ”. The estimated amount amounts to the amount of ONE HUNDRED NINETY AND NINE THOUSAND THREE HUNDRED FIFTY SIX with 39/100 Dollars of the United States of America (199, 356.39). The consultancy will be carried out within an estimated period of two hundred seventy (270) calendar days .

3. The Ministry of Public Works and Transportation (MOPT), invites eligible consulting firms to express their interest in providing the requested services. Interested firms must provide information indicating that they are qualified to provide the services.

4. The short list may consist entirely of national consulting firms.

5. Interested consulting firms must provide information in Spanish, indicating that they are qualified to provide the services, in the case: (i) General information of the firm ; (iI) Legal documentation of the firm; (i.II)

Financial Documentation, (Financial Statements of the last fiscal period, year 2018, deposited in the Registry of Commerce and External Audit Report of the same period); (ii) Experience of the firm, with a portfolio that demonstrates the supervision of horizontal and vertical works, such as: bridges and infrastructure, streets with hydraulic concrete, buildings, industrial buildings, industrial docks, craft docks, docks, among others; with amounts per project greater than or equal to ONE MILLION US DOLLARS (US $ 1, 000, 000.00), corresponding to the construction execution, during the period of the last fifteen (15) years (from January 2005 to January 2020).

6. Only consultancies that present supporting documentation will be considered . The supporting documentation can be: Copy of contracts, minutes of final reception, records, or any other documentation that reflects the name of the project, name of the consulting firm, amount of the contract and date of execution. (iii) Technical Staff of the Firm ;

(iv) Other information that the Consultant deems pertinent . (v) The forms of presentation of information of Expressions of Interest to Contract Consulting Services will be provided, which firms must complete, and with which they will be evaluated. Qualified firms will be part of the short list and the best evaluated will be asked to submit their technical and price proposal.

7. The signatures will be selected according to the procedures indicated in the Policies for the Selection and Hiring of Consultants financed by the Inter-American Development Bank. GN-2350-9, and all bidders from eligible countries of origin may participate in it, as specified in said policies.

8. Firms may be associated with other firms in the form of joint ventures or subcontractors in order to improve their qualifications. For the purpose of establishing the short list, the nationality of the firm will be that of the country in which it is legally constituted or incorporated and in the case of a joint venture, it will be the nationality of the firm that is designated as representative.

9. The consulting firms will be selected based on the Selection Method Based on the Qualifications of the

Consultants (SCC), described in the Policies for the Selection and Hiring of Consultants financed by the Bank

Inter-American Development GN-2350-9.

10. Eligible consulting firms that are interested can obtain more information at the address indicated at the end of this call, from 7:30 am to 3:30 pm and may obtain the details of the documentation to be submitted and presentation formats, directly from the electronic shopping site: www.comprasal.gob.sv

11. Expressions of interest must be submitted in writing at the address indicated at the end of this call, no later than February 25, 2020, until 3:30 pm (Local time).
