Tender Details

Tenders are invited for Consulting Services, Construction and Equipping of a Tuberculosis Children's Hospital.

Project measures:

Project measures comprise the construction and equipping of the tuberculosis children-s hospital at the National Centre for TB, Pulmonology and Thoracic Surgery (Macheton) including the reconstruction of kitchen and laundry facilities. Furthermore, the Programme provides training support for staff development in the areas of tuberculosis diagnosis and treatment in children, hospital management, use of equipment, maintenance, quality management and safety of the BSL-3 laboratory, as well as awareness raising measures concerning the spreading of tuberculosis and prevention as well as the reduction of stigma.

Requested services of the Consultants:
The requested services of the Consultants comprise both the investment measure as well as the accompanying measures. The duties of the Consultant shall comprise among others the:
- general and detailed design for the TB children-s hospital in line with the general parameters agreed upfront with MoHSPP
- support to the MoHSPP in designing and implementing the tender procedures (incl. preparation of design, tender documentation and performing clarification, bid evaluation), furthermore support to MoHSPP in contract negotiations and the award of contracts in conformity with KfW guidelines for tendering of goods and services and in compliance with the environmental and social standards
- support to MoHSPP in progress monitoring during programme implementation
- monitoring the construction supervision and commissioning of the facility after completion
- examining and certifying invoices submitted by the contractor and/or suppliers in line with the requirements of the Simplified Direct Disbursement Procedure and confirming MoHSPP that all prerequisites for disbursements have been met and all documents presented are in accordance with contract conditions and KfW regulations / standards.
