Expression of Interest are invited for Consulting Services for the Conduct of Operational Audits for the Barbados National Oil Company and the National Petroleum Corporation.
Abstract: The Barbados National Oil Company Limited (BNOCL) and the National Petroleum Corporation (NPC) must embrace Cost Containment Strategies for their survival in the Oil and Gas industry. Consequently, the main objective of this consultancy is the provision of an objective, formal evaluation of the internal Systems and procedures which each entity uses to produce and/or deliver its portfolio of goods and services. In essence, the successful firm will document the current state, make recommendations for the way forward and outline a plan for continued assurances of operational improvements that will result in increased revenues and cost reductions. In other words, the plan must address how to achieve operational improvements and how to maintain these improvements.

1. The Government of Barbados (GOB), through the National Petroleum Corporation (NPC) as Executing Agency, has received financing (hereinafter called "funds") from the Inter-American Development Bank (hereinafter called "the Bank") toward the cost of the Deployment of Cleaner Fuels and Renewable Energies in Barbados Project. The GOB intends to apply part of the proceeds of the funds to eligible payments under the Contract for which this Request for Expression of Interest is issued.
2. The Consulting Services (hereinafter called "the Services") will require the execution of the foiiowing specified objectives at minimum:
• Review the operational Systems (tasks, infrastructure, process flows) to determine optimization of ail functional tasks and deliverable.
• Evaluate health and safety risks as it relates to staff, customers, the public at large and the surrounding environment.
. Apply supply chain analytics to quickly identify cost savings and improve efficiencies.
• Consolidate and streamline functions while incorporating industry best practices and standards.
• Review the energy utilization for equipment functioning, processing and separation.
• Review the process flows and operations of the Gas Processing plant inclusive of the operational coverage for process and energy optimization.
• Review the gas delivery System including the current nodal analysis.
. Review the custody transfer model and provide optimization of the revenue management process inclusive of the pressure and temperature factorization
18. Late submissions will not be accepted.
19. Applicants will be advised of the results of their submission in due course.
20. No submission will be considered unless it complies with conditions set out in this notice.
21. The Executing Agency will not be responsible for any costs or expenses incurred in connection with the preparation or delivery of the Expressions of Interest.
