Reference terms

Analysis of the risk mitigation system of the government of Mexico from the local to the national level to provide elements that allow design possible intervention in the state of Oaxaca and / or nationally.

I. Introduction and background.

Catholic Relief Services (CRS) is the official agency of the Catholic community in the USA. of international humanitarian aid, has a presence in more than 100 countries with aid and assistance programs. Since October 2017, CRS in Mexico is implementing a program of attention to the emergencies caused by the earthquakes of September 2017 in the region of the Isthmus of Tehuantepec Oaxaca, Mexico.

Between October and December 2017, CRS, in coordination with the Diocese of Tehuantepec and the Missionaries of the Resurrected Christ, implemented Phase 1 "Immediate Response" of the emergency response program in 4 communities of the state of Oaxaca - San Dionisio del Mar, Chicapa de Castro, Huamúchil, and Unión Hidalgo 2, 859 tarpaulins, 570 kitchen "kits" and 250 hygiene "kits" were distributed, as well as 120 commissals, 15 community kitchens were adapted and 30 temporary shelters were built for families with high vulnerability. psychosocial support and basic training in first aid and hygiene.

In January 2018, CRS began Phase 2 of the emergency response "Recovery", with the same partners. The implementation areas are the Municipality of Union Hidalgo, San Mateo del Mar, and 3 rural communities around the municipality of San Francisco Ixhuatán. Phase 2 has the goal of providing 125 temporary shelters, 70 bathrooms, training of beneficiaries in water, sanitation and hygiene, maintenance of their shelter and a component on risk mitigation.

The key component on risk mitigation needs to be designed and developed based on local needs, capacities and possibilities. Originally, this component sought to increase the capacities of the beneficiary families so that their homes would be better prepared for future emergencies. However, during the first months of implementation of Phase 2, the need to make a more thorough risk mitigation project, aligned with the existing risk mitigation structure of the Mexican government through work coordinated with the municipal governments.

II. General objective of the Consultation.

Diagnose the existing risk mitigation structure of the Mexican government at the local, state and national levels, assess the capacities and interests of our partners at the local and national levels to propose possible intervention strategies in risk mitigation for CRS in coordination with the local Caritas and / or national, taking advantage of the achievements of the previous components of the program, the capacities of CRS, the interests of local partners and the possibilities of strengthening the response capacity of the government and the church.

III. Specific objectives of the consultancy.

Goal # 1 :

Develop a risk mitigation strategy for CRS Mexico in coordination with Caritas Mexicana. The strategy should include plans to close phase II of the emergency response program in Tehuantepec, Oaxaca and a 12-month project for phase III risk mitigation to improve the resilience of participants for future disasters. The strategy should focus on increasing capacities for risk mitigation, improving preparedness and response capacity for future emergencies in coordination with key government, church, other relevant actors and community leaders.

Objective # 2:

Design the project of phase III of the response to the emergency with a duration of 12 months to implement activities that support the management of disaster prevention and response strategies.

Goal # 3:

Facilitate a two or three-day workshop to train CRS staff and their partners to understand the principles of risk mitigation, increase their skills in community involvement in the assessment of community vulnerabilities and capacities, map development of risk and the creation of risk mitigation plans for the community and the homes of the participants.

IV. Activities and products

to. Evaluate the knowledge and capacities, strengths and weaknesses of the key actors in risk mitigation. Key actors include: representatives of the relevant government agencies, the Caritas Mexicana emergency team, other local actors and a sample of community members. The evaluation can be done through focus groups or direct interviews with the selected people.

b. Design a tool to survey different actors and present the list of key people to interview in coordination with CRS.

c. Submit a report on the mitigation capabilities of the risks found, the gaps and the recommendations. This document will serve as the basis for the design of the implementation strategies of phase III of the program.

d. Facilitate a one-day workshop with CRS and Caritas Mexicana to present the findings and recommendations based on what was found in the evaluation and gather key elements to develop the DRM strategy including coordination plans with Caritas Mexicana. This evaluation should provide elements to decide if the first pilot should be conducted in the Isthmus of Tehuantepec area or suggest another region.

and. Develop an intervention strategy incorporating the discussion points of the workshop.

F. Submit a draft project proposal for phase III with a budget. The project must contemplate one year of work based on the evaluations carried out and the strategy defined. The guidelines for the design of the proposal will be presented by CRS based on the application required to request internal funds.

g. Facilitate a three or four day workshop for CRS and Caritas Mexicana and other participants that are considered relevant to strengthen the teams' capacities to start the work of vulnerability assessment and response capacities in the communities, design risk maps and plans for the mitigation of risks. The workshop will include elements to respond to disasters and propose strategies to improve the coordinated work between CRS and Caritas.

V. Calendar of Activities

The consultant must present a specific work schedule establishing the activities to be developed and the proposed times. This calendar should be reviewed and approved. The dates that are established for the workshops must be respected from the beginning.

9. Facilitate the workshop on DRM capabilities: 3 days

10. Write concise final report with key activities, findings and recommendations: 2 days

b. The consultant presents a work proposal with objectives, schedule of activities, products and economic proposal, no more than three pages, with emphasis on the proposed methodology.

VII. Terms of the consultancy.

Supervision : Jim O'Neil manager of the emergency program of CRS Mexico will be in charge of reviewing and supervising the correct performance of the consultancy.

Amy Hilleboe will supervise and approve the work proposal, the list of actors to be interviewed, the implementation plan and the descriptive letters of the workshops.

Term : The consultancy should be carried out in 4 weeks between June and July 2018. It requires the presentation of all the information collected: interviews, focus groups, investigations, requests for information in addition to the final documents. Location of the Consultation :

Mainly in the region of the Isthmus of Tehuantepec, Oaxaca and Mexico City.

Form of payment : After the selection of the physical or moral person for the realization of the consultancy, a contract for the provision of professional services will be drawn up in accordance with the negotiation carried out. The negotiated value will be covered by three payments in the following way:

to. An initial payment corresponding to 40% of the value of the contract as of fifteen days after signing it.

b. A second payment of 30% with the partial delivery of the products defined in the proposal.

c. A final payment of 30% against receiving the final products to the satisfaction of CRS.

The terms of reference are part of the contract that will be signed between the consultant and CRS.
