Lot 1: Safety consulting Lot 2: ISA and ASBO reports Law 7/2018, of March 26, of the Generalitat, on railway safety, establishes the creation of the Agency Valenciana de Seguretat Ferroviaria, as the responsible authority in the terms provided in the directive 2004/49/EC of the European Parliament and of the Council, of April 29, 2004, on the security of community railways. Among others, it is the responsibility of the Valencian Railway Safety Agency to issue authorizations. for the commissioning of railway systems or subsystems, which are part of the regional network railway managed and operated by FERROCARRILS DE LA GENERALITAT VALENCIANA. In this sense, FERROCARRILS DE LA GENERALITAT VALENCIANA must respond to the requirements of the Law, as well as compliance with its own Security Management System. FGV and its technical staff in the Security Area do not have sufficient human resources to absorb increasing volume and technical specialization required for expert support in the application and evolution of the SGS, the exercise of the role of Risk Management Expert (EGR) in change management processes, and the maintenance and updating of the corporate Risk Map.
