Tenders are invited for Consultant To Undertake a Wide Range of Technical and Environmental Studies, as Well as Related Capacity Building Activities, to Investigate the Feasibility and Facilitate the Construction of a Large-Scale Ocean Energy Power Plant.

1. The Government of Barbados has received Financing from the Inter-American Development Bank (IDB) and the European Union (EU) towards the Public Sector Smart Energy Program The Program" and intends to apply part of the proceeds to procure consulting services for which this Expression of Interest (EOI) is issued.

2. The general objective of the Programme is to promote the use of Renewable Energy (RE) and Energy Efficiency (EE) measures in the public sector to reduce Barbados- fossil fuel dependence, promote sustainable energy and therefore contribute to the country-s competiveness.

3. The Ministry of Energy and Water Resources intends to undertake a wide range of technical and environmental studies, as well as related capacity building activities, to investigate the feasibility and facilitate the construction of a large-scale Ocean Energy power plant or array in Barbados Technologies to be considered are Ocean Thermal Energy Conversion (OTEC), fixed Offshore Wind (OSW), and floating Offshore Wind (OSW). The studies include but are not limited to: OTEC Techno Economic Study - technical and financial related outputs for a power output closed-loop floating OTEC OSW Techno Economic Study - technical and financial related outputs for a fixed OSW and floating OSW installation Environmental, Licensing and Tourism Study - outputs related to consenting and licensing processes as well as a tourism impact study. Enabling Environment Study and Workshop - analysis of the local enabling environment in Barbados for both OTEC and OSW

4. The Government of Barbados, through the Project Executing Unit (PEU) of the Ministry of Energy and Water Resources, now invites eligible consulting Firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Information submitted should include relevant work experience in the region, experience in projects of similar scope, complexity and technical specialisation, availability of staff to perform the Services.

5. Key experts necessary for the assignments include one OTEC and OSW Technical Expert each with five years' experience working directly in the respective industries and a Project Lead with demonstrable experience of successful leadership and management of projects of a similar scope.
