Background

The UNICEF Myanmar Country Programme Management Plan (CPMP) for 2018-2022 was prepared in the first few months of 2017 and submitted to the Regional office in May 2017, with approval being granted following the Programme Budget Review (PBR) in July 2017. Since the CPMP was prepared there have been further developments in Myanmar that may necessitate adjustments to the CPMP to ensure that UNICEF-s staffing structure, office locations and management processes are optimal for supporting the country programme results for children, as outlined in the Country Programme Document (CPD). These developments include: the events in Rakhine State following the attacks of 25th August 2017 and the subsequent outflow of over 700, 000 refugees from Myanmar to Bangladesh; uncertainties and constraints in the funding environment; and the evolving relationship between the Government of Myanmar and the international community, including the Government-s request for international agencies to increase their presence in the capital city Nay Pyi Taw and the decisions of some UN agencies to do so.

Given these developments UNICEF Myanmar considers it necessary to review key aspects of the current CPMP and consider if any revision is required for the remainder of the country programme period. The content of the Country Programme Document (CPD) and Programme Strategy Notes (PSNs) will not be reconsidered at this stage. The main aim of the review is to develop a strategy that will:

· Optimise UNICEF-s field presence under the current and foreseeable circumstances and ensure efficient and effective coordination and communication between field offices and the country office

· Facilitate the most appropriate presence of UNICEF staff in Nay Pyi Taw and Yangon, to best support the achievement of programme objectives over the duration of the country programme in the most cost-effective and practicable manner possible

· Ensure a staffing structure that is commensurate with likely funding scenarios and able to cope with funding fluctuations as effectively as possible

The review will focus on the following key areas:-

· Sub-national perspective, including: mapping UNICEF-s activities at the sub-national level; reviewing the common functions of its eight (8) field offices (FOs); determining the mechanisms for CO-FO communication, coordination and support; and the articulation of a sub-national programme strategy. This will be linked to a study currently being carried out by UNICEF-s East Asia Pacific Regional Office (EAPRO) to examine the approaches to field presence in the region;

· Yangon-Nay Pyi Taw (NPT) programmatic perspective, including: scoping out the level of UNICEF-s engagement with Government and other institutions based in NPT; scoping out the level of UNICEF-s engagement with Yangon-based institutions; gauging other factors influencing UNICEF-s presence in NPT and Yangon; assessing options for providing programme support in NPT and Yangon, as well as implications from a cross-cutting programme perspective; and articulating a strategy for achieving appropriate level of presence in NPT;

· Operational perspective, to assess the practicalities of operating in both Yangon and Nay Pyi Taw and supporting FOs, including reviewing travel, transport provision, supplies, office space, administrative issues and financial processes, with due consideration to the ongoing ‘One-UN- process in country and globally as well as greening;

· Human Resources perspective, consisting of a review of rules, regulations, procedures and options relating to changes in staff locations, considering alignment with other UN agencies, as well as developing options for supporting staff well-being and engagement;

· Financing perspective, including developing potential fund-raising scenarios for the remainder of the CPMP period and analysing costs;

Based on the findings from the reviews of these different perspectives, scenarios for achieving the main aim of the review will be developed and analysed, leading to the preparation of a strategy that best achieves the desired aims.

Myanmar Country Office has taken some initial steps to start gathering inputs from programme sections, field offices and operations units in order to support the review process. These will form the starting point for the consultant-s assignment. The main reference document for the CPMP review process is the paper ‘Process for strategic review and potential update of UNICEF Myanmar Country Programme Management Plan 2018-2022- (attached)

Objectives of the Consultancy

The objective of the consultancy is to provide strategic guidance and analytical support to the review of the UNICEF Myanmar Country Programme Management Plan 2018-2022, leading to the preparation of a strategy than can best achieve the aims of optimising UNICEF-s field presence and presence in Nay Pyi Taw and Yangon, with a staffing structure commensurate with likely funding availability throughout the period of the current country programme.

Assignment Tasks and Expected Deliverables

Task 1:

Develop a work plan for the assignment

Work with the Deputy Representative, Chief of Operations, HR Specialist and Chief of Field Services to develop a detailed work plan for delivering the assignment, taking into account the initial inputs being prepared by the programme sections, field offices and operations units.

End Product/Deliverable 1:

Work plan developed and approved by the Deputy Representative

Task 2:

Sub-national analysis

Work with Field Services and Programme Sections to assess the extent of UNICEF-s field-based activities and the fit with desired results for children. Assess the functions of field offices and the mechanisms for communication and coordination between field and country offices. Carry out RACI analysis and mapping according to positions, function area, CO/FO location. Engage with Regional study consultants to incorporate lessons learned from the regional study. Based on analysis develop recommendations.

End product/Deliverable 2:

Analysis paper on sub-national perspective, consolidating inputs from programme sections, field offices and operations units, including full RACI analysis and outcome of regional study, culminating in recommendations for improving field office set-up and interaction between field and country offices.

Task 3:

Analysis of options for optimal location of staff

Work with Programme Sections to assess the level of UNICEF-s engagement with Government and other partners in Yangon and Nay Pyi Taw. Develop estimates of staff time required in the two locations as well as in field offices. Analyze travel patterns and produce costed options for transport requirements, office space and staff relocation, working with Operations.

End product/Deliverable 3:

Analysis paper on options for optimal staff location between Yangon and Nay Pyi Taw, including implications for shifts in location from present set up for both Yangon and Field-based staff. Analysis paper includes consolidation of programme sections review outcome and recommendations. It also takes into account Operations section proposals for back office functions and programme support.

Task 4:

Assessment of funding prospects

Working with programme sections and fund-raising committee, assess likely funding available to the country programme

Paper on assessment of funding options

Task 5:

Consolidation of analysis, development of scenarios and preparation of strategy paper

Consolidate the results of tasks 2, 3 & 4, along with any other necessary information, and develop scenarios for achieving the aims of the CPMP review. Facilitate discussion of the scenarios with MCO management and staff, including during the MCO staff retreat, culminating in the preparation of a strategy paper.

End Product/Deliverable 5:

Strategy paper that sets out the options and recommended way forward to enable MCO to best achieve the aims of the review over the remaining period of the country programme. This should include scenario for restructuring with updated presence in NPT, Yangon and FOs.

Qualification and specialized knowledge/experience required for the assignment:

· Advanced university degree in the strategic management, business administration; professional certification(s).

· A minimum of 10 years mixed experience in senior positions in a large organization/office related to:

· the private, public and not-for-profit sectors

· in global, decentralized and multicultural organizations.

· Prior experience as demonstrated from at least three (3) related project undertaken within the last five (5) years, similar in nature to UNICEF-s, including a brief description of the project, achievements, objectives, deliverables, data analysis, findings and recommendations made. One of these projects should demonstrate experience working for global/decentralized/ not for profit organizations.

· Three recent references from similar projects from organizations similar to UNICEF in size and scope
