I Background:

In late 2017, UNICEF has been granted access to various closed residential care facilities in Uzbekistan, including two special closed educational-correctional institutions for girls and the penitentiary facility for boys. This was the first opportunity for UNICEF to officially visit places of detention in Uzbekistan in recent history. Following the visit, the Cabinet of Ministers endorsed a Plan of Actions #426 of January 4, 2018 to improve the situation of girls in specialized educational facilities. The action plan focuses on assessment of the situation of girls in the closed facilities and facilitating their reintegration into families. The Inter-Agency Working Group was set up to monitor implementation of the Plan of Actions.

UNICEF is working alongside the Women’s Committee, Ministry of Public Education and Republican Center of Social Adaptation of Children to assess the situation of girls in specialized educational college (for children aged 14-16 years old) and specialized educational school for girls (for children aged 11-14 years old). By August 2018, the situation of 130 girls in the college have been assessed and 130 individual welfare and reintegration plans have been developed for their implementation.

In the longer term, UNICEF plans to analyze the causes behind these issues and address the risks and needs of these children and their families to the highest possible degree by decentralized, alternative measures and support services. In the meantime, the negative effects of placements in closed facilities can and should be mitigated by ensuring that international minimum standards of deprivation of liberty are granted in such facilities, and by enhancing the process of the resocialization of the children placed there. The latter is vital also for reasons of social cohesion and stability. In addition, lack of socioeconomic opportunities, day structure, life purpose or values and similar are well known risk-factors for juvenile offending, which can be addressed when their reintegration into their families and community is prepared and implemented properly.

II Purpose:

An important window of opportunity for reform has opened in Uzbekistan in the area of justice for children, which UNICEF would like to use. This long-term consultancy is aimed at providing technical assistance to the Women's Committee of Uzbekistan, Ministry of Higher and Secondary Specialized Education (MHSSE) and Ministry of Public Education (MOPE) to set out the steps to achieve the following key objectives:

· to improve the coordination and monitoring of the reintegration of children and reform of the closed educational institutions

· to create effective community- based rehabilitation and reintegration programmes for children leaving closed educational institutions

· to reform the closed educational institutions for the benefits of children and assist them to successfully reintegrate into society following their release.

III Tasks and Deliverables:

It is expected that international consultant will perform the following tasks and provide the following deliverables addressing the issues of children in the closed educational correctional institutions within the given timeframe:

1. Enhancement of monitoring of the re-integration of children

Task and Timeframe:

· Conduct regular orientation workshops to the Inter-Agency Working Group to improve monitoring mechanisms of reintegration and institutional reform processes Oct-Dec 2018;

· Support the MOPE and the MHSSE experts to review and revise educational and vocational programmes (curriculum, syllabus, etc.) of closed institutions Nov-Dec 2018;

· Elaborate a mapping of services available in the system and community to scheme mechanisms for prevention of offending and reintegration of children leaving closed institutions Oct-Dec 2018;

· Conduct rapid assessment of visited closed correctional educational facilities to determine situation of boys and girls Nov 2018;

· Document UNICEF led case management process aimed at re-integrating children in closed educational institutions into their families Feb-Mar 2019.

Deliverables:

· Monitoring and evaluation plans, key advocacy messages and tools for re-integration of children

· Assessment reports including recommendations for revision of educational and vocational programmes of closed institutions

· Mapping report of existing services with description and justification of their use for prevention of offending and reintegration of children

· A rapid assessment report

2. Community- based rehabilitation and reintegration programmes

Task and Timeframe:

· Develop tools for assessing the situation of children and composing individual reintegration plans for children in the closed institutions Oct-Nov 2018;

· Conduct two-day training for the selected social workers in assessing and composing individual development and reintegration plans for children Nov-Dec 2018;

· Support Youth Union and other stakeholders to develop and introduce community-based programmes of prevention of re-offending Nov-Mar 2019;

· Conduct a series of workshops for national, regional and district stakeholders on the methods of re-integration and prevention of re-offending Nov-Dec 2018;

· Draft a Communication for Development plan (C4D) for changing the norms and attitudes towards institutionalization of young offenders Jan-Mar 2019.

Deliverables:

· Draft community- based programme and its piloting aimed at reintegration of children leaving closed institutions

· Tentative programmes and training modules on child protection and social work case management

· C4D plan for changing the norms and attitudes towards young offenders

· Presentations and minutes of the workshops

3. Reform of the closed educational institutions for children

Task and Timeframe:

· Convene a series of roundtables to share good international practices on reforming the closed institutions for young offenders Nov 2018;

· Develop and pilot a complaints mechanism in the closed institutions and develop the child safeguarding policy for the closed institutions Nov-Mar 2019;

· Develop leaflets for children and staff on child safeguarding policies and procedures and complaints mechanisms Jan-Feb 2019;

· Draft a transformation plan of the specialized correctional educational college and specialized school into a Multi-Purpose Center Feb 2019;

· Assess the functions of the Legal and Social Support Center of the Ministry of Interior aimed at developing a reform plan focused on provision of family and children support services Dec 2018;

· Support relevant Ministries to review, analyze and amend regulations of closed educational upbringing institutions Dec-Mar 2019;

· Develop and implement a proposal for embedding of social work positions in the closed educational institutions where appropriate Feb-Mar 2019;

· Support Child Protection team to implement other Juvenile Justice System reform Oct-Marc 2019.

Deliverables:

· Child safeguarding policy papers for closed type institutions

· Policy advocacy leaflets, symbols and draft press releases

· Draft transformation plans initiating the reform of the specialized correctional educational college and specialized school for girls

· A comprehensive reform plan for the Center of Legal and Social Aid and a new regulation of the Center

· Proposals with justifications to amend of by-laws of closed educational institutions

· A concept paper for embedding social work positions in closed institutions

V Timeframe: From 2 October 2018 to 30 March 2019 (6 months)

VI Funding Source and Budget: UNICEF Regular Recourses

VII Payment of Consultancy Fee: The complexity of tasks corresponds to the UNICEF P3 salary level.

VIII Management: International consultant will work under the direct supervision of Child Protection Specialist. All interactions with national and regional partners will be facilitated by the Child Protection Officer and National Expert on Social Work.

IX Required qualifications and areas of expertise:

· Advanced university degree (Masters or PhD) in social sciences, decree in Social Work will be an asset;

· At least 5 years of professional experience in the area of social work and child protection (verified by records of work experience);

· Knowledge of social work case management standards (verified by records of work experience);

· Experience in developing reform concepts and workplans addressing the needs of children deprived of liberty (verified by records of work experience in writing at least two concepts or workplans);

· Experience in developing effective community based rehabilitation and reintegration programmes for children leaving care institutions;

· Excellent analytical and writing skills (verified by examination of evidence from previous assignment deliverables);

· Experience in developing training programs on case management application towards children in closed institutions (verified by records of work experience in developing at least two training programs);

· Excellent presentation and communication skills (verified by records of work experience in delivering speeches or presentations on a topic related to justice for children);

· Excellent written and spoken command of Russian and English (verified by examination of previous written work and interview).
