Background of the project

In June 2016 a Memorandum of Understanding was signed between the Mayor's Office of Milan, AMDC, PMA Honduras and Fundación ACRA, for the promotion of quality school feeding in the municipal education and child care centers of the Central District.

Through the memorandum, the parties have committed themselves to collaborate with each other to guarantee children of the municipal schools of the Central District a healthy and good quality diet, with a multiplying effect on their families in relation to food, nutritional habits, hygienic and sanitary more correct. The collaboration is aimed at: 1) one or more phases of the school feeding cycle (production, acquisition-sale, conservation, transformation, distribution, consumption, waste); 2) political advocacy with the decision makers involved (public institutions, small producers and agricultural entrepreneurs, school staff, children and families) and 3) search for good practices in terms of regulations and selection procedures, transparency, regarding the levels of quality and quantity,

As a result of the signed memorandum, the involved parties have started a work of identification and prioritization of needs that has culminated in the elaboration and management of funds for the implementation of the project "Master Plan for the implementation of a quality food system in the schools of the Central District".

Objectives of the consultancy

Design an innovative and efficient mechanism for the provision of food services in schools attended directly by the municipality, taking into account the existing processes and processes in force in the city of Milan.

Expected products of the consulting

At present, the purchasing system of the AMDC does not respond in a timely and efficient manner to the nature of the food provision activities, since the acquisition of perishable products requires specific and expedited procedures. Likewise, it is necessary to standardize the menu of meals in all school establishments in order to ensure the quantity and quality of food for all the children enrolled in the centers.

In its perspective of expanding the municipal school service to other areas of the city and therefore encompassing a broader population, the CDMA requires defining an innovative mechanism for the provision of services that guarantees opportunity and quality at the lowest possible cost.

It is important to highlight that in the development of the activities, the consultant will count from the beginning with the advice of the technical and managerial team of Milano Ristorazione. Milano Ristorazione spa is a public private partnership (although 99% of its capital is controlled by the mayor) that manages the school feeding service throughout the Milan area (approximately 70 thousand children) [1] .

The expected products are described below:

Consultancy work plan detailing the methodology to be used, the schedule and the key actors with whom it will meet;
Baseline and analysis of the current school feeding service provided by the AMDC and study and identification of good practices used in other contexts for the selection of the most appropriate for Tegucigalpa, including the experience of the Milan City Hall. This includes an analysis of purchasing mechanisms at the national and municipal levels (supply chain, quality control). This analysis should include the normative, contractual, logistical and operational frameworks, including the draft of the CDMA's public policy and the processes current purchases of the mayor's office; Estimation of the amount of food purchased in educational centers (demand), according to established menus and nutritional guidelines.
Baseline and mapping of key actors in the supply of school feeding service, including food suppliers in the area and service providers for the purchase of food and food delivery;
Proposed mechanism for the acquisition of school feeding services by the AMDC, including: identification and analysis of the most effective organizational forms for the context of the municipality of the Central District, logistics plan, regulations for the purchase of food, quality control.

Hiring, duration and method of payment

The hiring will be carried out by the WFP Honduras following its internal contractual procedures.

To carry out the consultancy, a maximum duration of 3 months is estimated. The payment schedule will be agreed directly with the selected consultant based on the proposed work plan.

It is considered to make four payments: 10% to the approval of the Product 1, 20% once the Product 2 is approved, 20% once the product 3 is presented and the remaining 50% to the delivery of the final product (product 4) .

Prior to each payment, the product must be sent to the Technical Coordinator who will send it for approval to the Technical Committee, which includes the AMDC, ACRA, the PMA and the Milan City Hall.

During the development of the activities, the consultant or consulting firm will be able to count on the technical support and accompaniment of the project partners. The functions and support mechanisms should be included and defined in the work plan of the consultancy.

Requirements

Only candidates with the following characteristics will be considered:

Proven experience in the topics related to the management of public services.
Proven experience with all subjects related to School Feeding (minimum three years)
Desirable previous experience in programs focused on SAN
Knowledge of the national legal framework (Honduras) and Regional (Central America) of reference (SAN and School Feeding)

- A technical and financial proposal for the development of the consultancy. At this stage we only request a summary proposal in which the methodological stages and fees expenses are shown (including all costs and considering tax deductions according to law). The consultant should take care of all the logistics of the activities.
