the purpose of this request for information is to select a consultant with expertise in utility rate of return on equity (roe) and equity thickness. the consultant will assist the auc with its consideration of the 2018 generic cost of capital (gcoc) proceeding (proceeding 22570). the consultant would be a resource that the auc utilizes in understanding, testing and evaluating roe and equity thickness evidence for regulated utilities in alberta. the consultant will have a comprehensive and detailed knowledge of the principles of corporate finance as well as knowledge of leading edge research in such matters as defining and measuring risk; and, various asset pricing models. specific knowledge regarding the theory and estimation of the capital asset pricing model (capm), the application of the discounted cash flow (dcf) model and the bond yield plus risk premium (byprp) model to the determination of return on equity is required.
