Expression of Interest are invited for Consultant Engineers to Provide Design and Project Management Services

Government of the Commonwealth of Dominica Ministry of Public Works Water Resource Management and Ports Consultant Engineering.

REQUEST OF EXPRESSIONS OF INTEREST





The Ministry of Public Works, Water Resource Management and Ports wishes to procure the services of Consultant Engineers to provide design and project management services for supporting the Ministry of Public Works, Water Resource Management and Ports (MPWWRM&P) in its post disaster recovery efforts.



Description: C:\Users\VOLDER~1.HAC\AppData\Local\Temp\msohtmlclip1\01\clip_image004.gifThe expected outcome of the assignment is the production of high-qualityaesigns for the rehabilitation or reconstruction of selected infrastructure (roads and buildings), based on the selection of the least life-cycle cost alternatives, with the integration of climate resilient standards and guidelines for satisfying the appropriate design criteria.



The Consultant Engineers will report to the Chief Technical Officer (CTO), MPWWRM&P, or a designated officer and will be responsible for all technical designs, planning, monitoring, supervision, quality control and capacity building as it relates to works specific to the rehabilitation and reconstruction of selected infrastructure. They shall also be responsible for the verification and certification of infrastructure designs, namely as it relates to roads, retaining structures, drainage, bridge and building works conducted through consultants. The Consultant Engineers will work closely with engineers within the Ministry to complete the requisite designs where necessary. The additional scope of services includes, but is not limited to:



· collecting, reviewing and analysing all relevant additional data available, including, inter alia, design and maintenance data for the infrastructure; previous studies; meteorological, hydrological and hydraulic information; potential climate change impacts; topographical data; existing and proposed land use; and any other information relevant for the assignment;



· oversee and or complete field surveys and investigations to suitably inform the design processes, in particular:



· site investigations, including soil and geotechnical surveys {in collaboration with the Engineering Materials Laboratory);

· detailed bridge condition inspection surveys;



· topographical surveys;



· location of utilities;



· hydraulic surveys; and



· traffic surveys and forecasts for a 20-year planning period, taking into consideration, inter alia, average daily traffic, land use plans, average

annual traffic growth (include basis for growth rate assumed).



· preparing preliminary designs for roads and other infrastructure, in accordance with guidelines published by the American Association of State Highway and Transportation Officials (AASHTO) or similar authoritative international guidelines acceptable to the Government of the Commonwealth of Dominica (GOCD);



· assessing the validity of the recommended preliminary designs alternatives cost estimates and ensuring that the least-cost alternative has been recommended. Life-cycle costs shall be considered;



· developing and presenting alternative design options, where required, for the rehabilitation or reconstruction of infrastructure utilising approved national standards, relevant AASHTO specifications and guidelines or other authoritative, international design standards/references acceptable to GOCD and CDB. The alternatives will assume a minimum 75-year structural design life for new structures, and will adhere to guidance by AASHTO;



· identifying climate vulnerability of the design options and make recommendations on the most appropriate return frequency for the design storm event Factors to be considered should include: increases in the frequency and/or intensity of extreme precipitation leading to more frequent flooding events; and increased river flows. Based on this analysis, the consultants should identify adaptation/resilience building options;

· preparing detailed designs and specifications as necessary for all civil and structural works installations and items of equipment to be procured. The detailed specifications will be produced in accordance with accepted international standards and, the Caribbean Unified Building Code;



· preparing bills of quantities (BOQs), detailed cost estimates and tender documents for the proposed works, based on the designs and specifications above for each. Current costs for similar works in Dominica will be used as a basis for all unit rates and detailed costings;

OJ assisting the CTO with the supervision of the engineering team.





Prospective candidates must be a Civil Engineer with a minimum of the following qualifications:



· A Masters Degree or equivalent in Civil or Road/Highway Engineering with a minimum of eight (8) years of experience; or



· A Bachelor's Degree or equivalent in Civil or Road/Highway Engineering with minimum of twelve (12) years of experience;



· The candidate must have the capacity to design varying class of roads, retaining structures, slope stabilisation and building infrastructure, verify the design and implement the design during construction;



· At least five (5) years of experience in construction supervision and construction management; and



· Experience in planning and monitoring geotechnical investigations for road design, slope stabilisation and building design and interpreting the findings thereof, formulating and implementation of work schedules and quality assurance plans, would be required.



The duration of the assignment is expected to be for a period of twenty-four (24) months.

The sealed envelope containing the submission should include the name and address of the applicant and shall be clearly marked "Expression of Interest - Consultant Engineer". All information must be submitted in English.



Following the assessment of submissions and interview of the applicant, the most technically capable and appropriately experienced applicant will be invited to negotiate contracts to provide the consultancy services. GOCD reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest
