The main objective of this consultancy service is to provide technical support to scope, design, and promote an ER Program in Ethiopia. Specifically, the objectives for this assignment are the following:i.Support the development of a jurisdictional ER-Program (crediting period 2027-ownward), with a focus on the regional states covered by CALM and CALM-2;ii.Undertake assessment of the main drivers of emission from eligible land use sectors (incl. forestry and agriculture, and identification of strategic options for addressing those within selected regions;iii.Undertake the assessment of a pilot ER-project focusing on soil carbon based on CALM activities (crediting period 2022-2027) as a learning for the main jurisdictional ER-Program.iv.Support the design of enhanced MRV framework development at the national, and regional level where needed, for forest and agriculture sectors (including soil carbon), using a digital MRV system when possible; v.Develop a roadmap for developing the ER-program and the pilot ER-project, with estimated timelines and budgets, to national coverage; vi.Provide training and capacity support to key stakeholders to improve understanding of the RBCF program, the MRV requirements and complexities, roles and responsibilities, and opportunities for scaling financing for impact.vii.Assess the programmatic scope of complementary initiatives, such as the CALM 2 and the ART-Trees. Identify opportunities for leveraged collaboration and integration with the World Bank lending program under CALM 2;Working arrangements: the consultancy service will be a firm level engagement with on-site and off-site working modalities according to the work to be performed.
