Tenders are invited for Consultancy: Technical assistance for logistics activities of UNICEF programs (Dominican Republic).

BACKGROUND and justification

The objective of the current UNICEF Cooperation Program is to help the Dominican Republic to ensure the effective exercise of the rights of the most vulnerable children, in the framework of the United Nations Development Assistance (UNDAF) 2018-2022, and to contribute to the fulfillment of the Sustainable Development Goals (SDGs), the goals of the National Development Strategy 2030 and the national responses to the recommendations of the relevant treaty bodies.

Equity, social inclusion, gender equality, and protection against violence are the principles and priorities of the Program. Population will focus on the poorest early childhood because of the effectiveness of these interventions to promote equity and poor adolescents because they are the ones that accumulate the largest number of rights violations.

The program also responds to the UNICEF Gender Action Plan, including an intersectoral program to reduce child marriage, teenage pregnancy and HIV transmission.

In order to continue with the implementation of the biannual work plan 2018-2019 of the protection, health, education and social inclusion sections with the Government, the office requires special support for planning, coordination and execution of large-scale events.

OBJECTIVES OF THE CONSULTORY

Assist logistically the activities carried out by UNICEF in coordination with authorities, civil society and the private sector, counterparts of child protection in the areas of protection, social inclusion, education and health.

EXPECTED PRODUCTS

In coordination with the Child Protection Officer, as the case may be, the Consultant will be in charge of managing and carrying out the logistical and administrative activities requested below:

1. Assist in the logistics and coordination of six (6) UNICEF events with the authorities, civil society and private sector counterparts in the areas of protection, education, health and social inclusion.

1. Local meeting interfaith leaders

· Coordinate with UNICEF responsible for each event the required support.

· Agree work plan and schedule of tasks by event.

· Update the database of participants per event.

· Draft invitations and follow up on guests, speakers and service providers.

· Prepare requirements (if necessary) for contracting services (hotel, rooms, transportation, food, beverages, etc.) for each event.

· Internal work agenda and final agenda of each event.

· During the event, logistical support at the place of the event.

· Make a final report.

NOTE : The number of events may vary according to the needs of UNICEF RD programs. For this reason, the economic offer must be based on support cost per event.

INDICATORS OF PERFORMANCE:

The performance of the work will be evaluated based on the following indicators:

· Termination of the tasks / activities established in the terms of reference.

· Compliance with the established delivery deadlines.

· Quality of work (accuracy, understanding and demonstration of high standards of work with UNICEF and the partners involved).

· UNICEF reserves the right to cancel the contract and / or retain all or a portion of the payment if the policies and regulations on confidentiality, ethics and processes of UNICEF and its partners are not obeyed, performance is unsatisfactory or work / deliverables are incomplete., are not delivered or delivered past the established deadlines.

SUPERVISION OF THE CONTRACT:

The consultant will be supervised by the person in charge of the Child Protection section of the Dominican Republic.

TERMS OF SERVICE:

If necessary, the mission trips to the interior of the country as logistical support will be covered by the office.

OTHER SPECIAL CONDITIONS:

The consultant must respect the impartiality and independence of UNICEF and the United Nations in connection with this contract and must not seek or accept instructions from anyone other than UNICEF. For the duration of this contract the consultant should refrain from any conduct that may reflect negatively on UNICEF or the United Nations and should not engage in any activity that is incompatible with the instructions, policies and procedures of UNICEF. The consultant must exercise discretion in everything related to this contract.

Qualification and experience:

Requirements:

· Management Studies, International Relations or related careers.

· 5 years of verifiable experience in the coordination and logistics organization of large-scale international seminars and conferences.

· Ability to coordinate and integrate networks with different actors and allies.

· Proficiency in the Spanish language. English skills.

· Computer skills.

· Knowledge of the mission and vision of UNICEF.

· Communication skills in crisis environments.

ESTIMATED DURATION OF THE CONTRACT:

The contract will be from September 17, 2018 to February 28, 2019 [1].

Way to pay:

Payments will be made in Dominican pesos in accordance with the dates indicated in the expected products and the delivery of a report of the event and satisfactory acceptance by UNICEF.
