REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR IT-BPO SERVICES FOR THE IMPLEMENTATION OF PERFORMANCE MANAGEMENT AND MONITORING SERVICES OF THE OFFICE OF STRATEGY MANAGEMENT

1. The Provincial Government of Bataan, through the General Fund002 intends to apply the sum of P2, 500, 000.00 being the Approved Budget for the Contract (ABC) to payments under the contract CONSULTANCY SERVICES FOR IT-BPO SERVICES FOR THE IMPLEMENTATION OF PERFORMANCE MANAGEMENT AND MONITORING SERVICES OF THE OFFICE OF STRATEGY MANAGEMENT. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The Provincial Government of Bataan now calls for the submission of eligibility documents for CONSULTANCY SERVICES FOR IT-BPO SERVICES FOR THE IMPLEMENTATION OF PERFORMANCE MANAGEMENT AND MONITORING SERVICES OF THE OFFICE OF STRATEGY MANAGEMENT. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on September 12 - 18, 2019 at Provincial BAC Office, PEO Capitol Compound, Balanga City, Bataan. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail- criterion.
3. Interested bidders may obtain further information from Office of Bataan Bids & Awards Committee and inspect the Bidding Documents at the address given below 8:00 AM to 5:00 PM.
4. A complete set of Bidding Documents may be acquired by interested Bidders on September 26 to October 8, 2019 from the address below and upon payment of the applicable fee for the Bidding Documents amounting to FIVE THOUSAND PESOS (P5, 000.00) pursuant to the latest Guidelines issued by the GPPB.
5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-, and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:
a) Applicable experience of consultancy firm in Quality Management System-30 points
iƒ˜ Number of completed similar projects in the last five (5) years
iƒ˜ Number of years in the industry
b) Qualification of principal & key personnel of the consultant who may be assigned to the job- 50 points
iƒ˜ Key personnel must have at least five (5) years working experience
c) Current workload relative to capacity - 20 points
iƒ˜ Number of projects
iƒ˜ Number of team members/personnel
6. Bidding will be conducted among the short listed bidders through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the IRR of RA 9184.
7. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.
8. The Procuring Entity shall evaluate bids using the Quality Cost Based Evaluation (QCBE) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
9. The contract shall be completed within Three (3) Months
