REQUEST FOR EXPRESSIONS OF INTEREST

Consultancy services for the Feasibility Study for the commuter rails: Windhoek – Rehoboth and Windhoek - Katutura Transport Sector

The Government of the Republic of Namibia has received financing from the African Development Bank towards the cost of the Transport Infrastructure Improvement Project, and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for the Feasibility Study for the commuter rails: Windhoek – Rehoboth and Windhoek - Katutura.

The scope of services under this contract will include but not limited to:

? Preparation of a document for an international call for proposals towards public and private investors for developing and operating commuter rail services in Windhoek, and between Windhoek and Rehoboth.

? Evaluation of proposals submitted considering various perspectives that shall include the social, economic, financial and environmental costs; and benefits for the country. The expected outcome shall be to recommend the most viable option for the project.

The Ministry of Works and Transport now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified and capable to perform the services: (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). CVs for the key staff for the assignment shall be included: (i) Team Leader; (ii) Financing Expert; (iii) Urban Transport Expert; (iv) Legal Expert. Consultants may constitute jointventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure (QCBS) shall be in accordance with the African Development Bank’s ‘Procurement Policy and Methodology for Bank Group Funded Operations (BPM)’, dated October 2015 which is available, which is available on the Bank’s website at http://www.afdb.org.
