Expression of Interest are invited for Consultancy Services for Design Review and Supervision of Works Contracts for Three Selected Community Technical Colleges in Karonga, Nkhota-Kota, Phalombe Districts) and Youth Development Centre in Neno District.

The Government of the Republic of Malawi has received financing from the African Development Fund (ADF) towards the cost of support in creating Jobs for Youth (J4Y) Project intends to apply part of the agreed amount for this loan to payments under the contract for the firm consultant to provide design review, contract documentation and construction project supervision for the proposed workshops and classroom blocks, students hostels, ablutions blocks and related external works at three community technical colleges ( Ngara in Karonga District, Mbandira in Nkhota-kota District and Naminjiwa in Phalombe District) and Neno Youth Development Centre in Neno District.

The services included under this project are design review, preliminary design, detailed design of the new infrastructure and modification/improvement of existing infrastructures, conduction of an environmental impact assessment and coming up with an environmental and social management plan for the project, cadastral and topographic survey, soils investigations, cost estimates and full construction management of the projects.

The firm consultant shall provide the below services in phases.

Phase 1: Production of detailed designs, BoQs, cost estimates and conduct tender process, contract negotiations up to mobilization.

Phase 2: Construction supervision and contract administration.
The duration of the contract is 6 months for phase 1 and 12 months for phase 2.
The Ministry of Labour, Youth, Sports and Manpower Development (MoLYS&MD), now
invites eligible firm consultants to indicate their interest in providing these services.
Interested consultants must provide information indicating that they are qualified to
perform the services (brochures, description of similar assignments, experience in
similar conditions, availability of appropriate skills among staff, etc.). Consultants may
constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be
in accordance with the African Development Fund’s “Procurement Policy Framework
for Bank Group-Funded Operations”(dated October, 2015), which is available on the
Bank’s website at http://www.afdb.org.
Interested consultants may obtain further information, including the Terms of
Reference, at the address below during office hours from 7:30 to 16:30 hours (local
time).
Expressions of interest must be delivered to the address below by Monday, 30th July,
2018 at 14:00hrs local time and mention “Firm Consultancy services to provide
