Tenders are invited for Consultancy Service for Development of a Sanitation Master Plan for Lilongwe City and Design of Priority Sanitation Intervention.
Closing Date: 19 January 2018 (Please confirm time with Authority)
Restriction: The shortlisting criteria are: Core business area in engineering consulting (development of infrastructure master plans, feasibility studies, design and construction supervision). Relevant similar experience, which should specifically include the below: Experience in development of sanitation and drainage master plans for urban areas; Experience in assessment and design of sewerage network expansion, rehabilitation and maintenance works;

Experience in design and construction supervision of waste water treatment facilities; and Experience in preparation of bidding documents for multilateral development banks (World Bank, Africa Development Bank, European Investment Bank etc.) funded projects; and Experience in institutional assessment/planning/development. Technical and Managerial capability of the firm. (Provide only the structure of the organisation, general qualifications and number of key staff. Do not provide CV of the staff. Experts will not be evaluated at the shortlisting stage.) Experience in the Sub-Saharan Africa region. Interested consultants should provide only project references which are responding to the shortlisting criteria. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
