Background:
During 2018 UNICEF Uzbekistan, will focus on the creation and expansion of its operating space for its thematic delivery utilizing the opportunities that have arisen at a moment of time when there is a mood for positive social, economic and political change.
The Annual Management Plan for 2018 in UNICEF Uzbekistan has identified as a priority result that staff wellbeing, morale and job satisfaction should be increased to improve overall efficiency and programme delivery. Staff will need to be motivated and empowered to engage proactively more with partners in policy design, advice and high-level technical support.
There has been a marked improvement in staff morale and commitment but a staff survey identified some scope for further improvement such as:
1. Avoid any perception of favoritism such as in the opportunities for career advancement and training
2. The perception of certain staff members that they cannot influence overall office decision making, individual objectives, work modalities and work loads
3. Need to encourage all staff to speak up and to avoid being reticent with their opinion to optimize operational deliver and to avoid the misunderstanding that speaking up will be futile or lead to any deleterious consequences
It is understood that the creation of culture of candor and that every staff member feels ownership of the success of UNICEF Uzbekistan requires consummate supervisory skills in the realms of conflict management, two-way communication, staff development and coaching.
UNICEF Uzbekistan has thirty-four staff members of which eleven have supervisory responsibilities.
Purpose:
The purpose of the consultancy is to conduct an assessment and observation of the skills of supervisors within UNICEF Uzbekistan and management- staff interactions and then to develop recommendations for mentoring or otherwise to improve supervisory, staff development, conflict management, resolution of poor staff performance and communication skills. This exercise will embrace all staff members, both programmatic and operations, management and the Staff Association and should lead to improved supervisory skills within the context of participative decision making and collective responsibility. The consultancy will need to take account of and address those matters raised in the staff survey.
It is envisaged that the consultancy can partially be carried out over the modality of skype in the context of the assessment of current situation and any supervisory coaching.
Objectives:
The specific objectives of this consultancy in the context of the staff survey include:
§ Conduct an assessment of the skills of supervisors within UNICEF Uzbekistan and management-staff interactions
§ Explore possible modalities and tool to improve the skills of supervisors in the areas of staff development, conflict management, poor performance resolution and communication.
§ Explore possible modalities and tools to inculcate a culture of candour with staff empowered to speak up
§ Explorer opportunities for coaching and facilitation of teams within UNICEF to improve team performance, motivation and collaboration and resolve conflict
§ Provide recommendations to management
§ Undertake group training and individual coaching of supervisors and support the embedding of all recommendations to accomplish change.
Timeline & Deliverables:
The assignment is expected to start in July and be completed by the end of September 2018. The selected consultant will be hired for 20 working days that need not be continuous.
Tasks:
1. Conduct the assessment of supervisory skills within UNICEF and address the actions need to address the issues raised in the Staff Survey
2. Develop a set of recommendations to address gaps in Supervisory skills and action still  needed to address the issues raised in the Staff Survey
Develop a set of recommendations to coach and facilitate teams in UNICEF to improve team performance, motivation and collaboration and resolve conflict
3. Training and coaching of supervisors and implementation issues raised within Staff Survey. Coaching and facilitation of teams within UNICEF to improve team performance, motivation and collaboration and resolve conflict
Deliverables:
1. Report on the assessment of supervisory skills and action still needed to address the issues raised in the Staff Survey - 5 days;
2. A set of recommendations to address skills gaps and address issue raised in Staff Survey - 5 days
3. Delivery proposed training, coaching and implementation issues raised within Staff Survey - 10 days
Management:
The Consultant will work under the direct supervision and guidance of the Representative and in close collaboration with the Deputy Representative and Chief of Operations.
Resource requirements:
The complexity of the tasks corresponds to the UNICEF P4 level. The basis for calculation of consultancy fee based on the complexity of work, the level of expertise and the Administrative Instruction (ST/AI/2013/4) on Consultants and individual contractors.
It is envisaged that the consultant will spend 10 days in Tashkent.
The final decision on selection of the consultant will be set up based on the "best value for money" principle. Payment will be done on a lump sum basis and upon presentation of key deliverables. Payments might be partially or fully withheld in case of unsatisfactory performance of duties or failure to provide the deliverables by the agreed deadlines.
Required qualifications and areas of expertise
§ Masters in Social Sciences, Human Resources Management, Programmes Management, or a closely related field.
§ 10-15 years of relevant professional experience
§ Proven track record of cultural change projects, staff development, mentoring, conflict management, delivery of training and human resource consultancy experience (verified by records of work).
§ Excellent analytical writing and communication skills (verified by examination of previous written work and interview).
§ Full computer literacy and fluency in English "both written and spoken" are essential ( verified by examination of previous written work and interview).
§ Prior experience with United Nations or another international organisation is a strong asset
§ Prior work experience within the Commonwealth of Independent States (especially a Central Asian Republic) or the Republic of Turkey is considered an asset
Procedures and Working Conditions
Duty station for the assignment is Tashkent, Uzbekistan. All travel(s) will be arranged in accordance with UNICEF Travel Rules and Regulations. UNICEF shall provide for office space, ICT equipment and physical resources required for the completion of the assignment whilst the consultant is based in Uzbekistan
The consultant will be responsible for any taxes that might arise because of this assignment and remuneration received by UNICEF, and UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.Â
Medical clearance
Consultant is expected to work in the office. The applicants shall be required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement, including confirmation that they have been fully informed regarding inoculations required for the country or countries to which travel is authorized.
Insurance
Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services on behalf of UNICEF as they consider appropriate. Consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members.
Reservations
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copy right of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.
