In Kyrgyzstan, the national immunization coverage has been reported high, almost 95% in the past 5 years. Drop-out rates are low, Penta1-Penta3 drop-out is 3.3% and MMR1-MMR2 drop-out is 3.4%. However, the extent of the measles outbreak (2014/15) and survey data (DHS 2012, MICS 2014) indicate a lower vaccination coverage. For example, according to MICS 2014, 80.4% of children surveyed were fully immunized.

In 2016, the Government of Kyrgyzstan received a four-year grant from the GAVI Alliance. It is aimed to support strengthening of health system and reducing child mortality by improving access to basic services in the area of mother and child healthcare including immunization through supporting primary health care facilities, increasing skills and capacities of primary healthcare workers, improving the data collection, procurement, and addressing anti-vaccination public sentiments.

According to the research on knowledge, attitude and practice (2017), on average, 95% of mothers, fathers, grandparents, religious leaders and medical workers are aware of the importance of vaccination and consider vaccination as effective way for prevention of diseases among children. At that, only 42% of mothers in the country, 20% of mothers in Issyk-Kul, 24% of mothers in Talas and 29% of mothers in Bishkek city are aware of National Immunization Calendar.

Overall, in the country 77% of mothers do not have any fears in relation to vaccination of children. 18% of mothers (27% of mothers in urban areas and 13% in rural areas) concerned of, first of all, the adverse events following immunization.

The vast majority of fears are mainly related to the so-called "expected" reactions after immunization. Thus, 77% of mothers noted their anxiety related to high temperature after vaccination, 23% of mothers worried about skin reaction around the injection area and 21% had worries about allergic reactions.

The KAP in 2017 informed development of the Communication for Immunization Strategy for 2018 - 2020. This consultancy is expected to develop (i) Process Assessment Methodology for the Strategy to answer the following two questions: Is the Strategy being implemented as planned? and Is behavior change starting to take place? and (ii) Communication Monitoring System for MoH communication work to track communication results after the completion of the Strategy.

Objectives, Purpose & Expected results

· Develop Process Assessment Methodology including tools (participatory /qualitative / quantitative) to monitor the implementation of the Strategy in 2019-2020.

· Review the existing monitoring system at MoH and other related ministries and agencies; develop communication indicators to be incorporated into it to track ministerial/agencys' communication work after the completion of the Strategy.

· Moderate a consultative meeting with MoH experts and other related partners on draft Process Assessment Methodology for the Strategy; and draft Communication Monitoring System for MoH/agencys' communication work.

· Conduct a three-day training for social mobilization partners (implementers of the Strategy) on application of participatory Process Assessment Tools.

Location and official travel involved

If UNICEF determines that the Consultant/individual contractor needs to travel in order to perform his or her assignment, that travel shall be specified in the contract and the Consultant’s travel costs shall be set out in the contract. Consultant/individual contractor will be expected to make own travel arrangements and invoice UNICEF at the end of the travel. Reimbursements shall only be processed if travel was duly authorized in the individual contract or by authorized manager, in writing and prior to the travel. Travel will be based on the most economical direct itinerary and ticket/transport costs should be cleared with the hiring unit prior purchasing. All other travel entitlements authorized by UNICEF will be processed as per rules and regulations on consultants/individual contractor travel.

Consultants and individual contractors traveling on behalf of UNICEF must meet the standard trip prerequisites, including but not limited to Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver (see Annex 1). Trip prerequisites will be met at the expense of the consultant.

For international consultants/individual contractors the estimated costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC).

Duration

Up to 30 days (15 days onsite and 15 days remote support through e-mails/skype/calls) in the period from 1 September 2018 to 1 February 2019, including two visits to Kyrgyzstan.

Budget estimates

To be proposed by an applicant. The consultant will be selected based on the best value for money approach.

Consultant has to submit to UNICEF all relevant documents such as: concept papers, strategies and reports in English. Consultant will provide consultations in a remote regime through phone and skype conferences as well as e-mails as well as onsite during two visits to Kyrgyzstan for the official presentations and negotiations with GAVI, WHO, MoH and other key partners. Number of days to be spent in Bishkek shall be agreed separately.

The fee will be paid by UNICEF upon provision of the deliverables outlined above along with the mid-term/final report (s) submission and the invoice provided by the consultant. UNICEF will pay the travel lump sum through bank transfer.

To qualify as an advocate for every child you will have…

· This assignment will require a senior International expert with extensive experience in the area of Monitoring and Evaluation of Behaviour Change Communication and Social Mobilisation.

· Master Degree in Monitoring and Research, Communication, or related areas.

· Minimum 10 years of international experience in monitoring and research of behaviour change communication activities, social mobilisation, advocacy in social sectors;

· Successful experience in development of monitoring methodologies and tools to assess effectiveness and efficiency of behaviour change communication activities;

· Proven experience in conducting training in monitoring and research or related areas

· Fluency in English or Russian

· Previous experience with UNICEF on public health behaviour change communication campaigns, including immunization, would be an asset;

· Work in or with Government(s) in the health sector would be an asset;

· Experience in Europe and Central Asia would be an asset.

Performance indicators: The vendor's performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered.
