1. The Government of Barbados has received financing from the Inter-American Development Bank (IDB) towards the implementation of the Public Sector Modernisation Programme and intends to apply part of the proceeds for the procurement of consulting services for which this expression of interest is issued.

2. The consulting services required is for the Creation of a National Digital Parcel Fabric (NDPF) and this is expected to be implemented in a period of nine (9) months. The NDPF will be a single, complete, trusted and sustainable topological representation of all land parcels. It is proposed to be created through the digitisation of existing survey plans and records and supplemented by land valuation and taxation records.

3. The services required for the NDPF project include:

i. the vectorisation of approximately seventy-five thousand (75, 000) survey plans by converting the scanned raster images of the survey plans to Geographic Information System (GIS) features to be used in the ESRI® Parcel Data Model;

ii. the vectorisation of approximately five thousand (5, 000) land valuation and taxation records for parcels with no survey plan, by converting the parcel index plans from the land valuation and taxation records to GIS features to be used in the ESRI® Parcel Data Model; and

iii. the compilation of digital parcels to create the parcel fabric, by using GIS software to compile the newly vectorised parcels and existing digital parcels to create a parcelfabric.

4. The Government of Barbados, through the Programme Execution Unit, Ministry of Innovation, Science and Smart Technology now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience with respect to the following:

Sound knowledge of ESRI® software or similar GIS technologies;

Information Technology, Computer Science or related field;

Project Management, Management of Information Systems or related field;

At least 5 years- proven experience in web-based technologies, architectures and programming and scripting languages especially with respect to geospatial or GIS fields;

At least 5 years- proven experience in geospatial technologies such as ESRI ArcServer, web databases, or similar technologies;
Completion of a similar digital cadastral project; and Fluency in written and spoken English and strong analytical and communication skills.

5. The shortlist shall comprise six firms with a wide geographic spread, with no more than two (2) firms from any one (1) country. Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank-s Policies for the Selectin and Contracting of Consultants financed by the Inter-American Bank (GN-2350-9) and participation is open to all eligible bidders as defined in the policies

6. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their
qualifications. For the purpose of establishing the shortlist, the nationality of a firm is that of the country in which it is
legally incorporated or constituted and in the case ofJoint Venture, the nationality of the firm appointed to represent it.
7. A consulting firm (Consultant) will be selected in accordance with the Quality Cost Based Selection (QCBS) method
set out in the policies mentioned above.
8. AllCorporate Tenders must include with their application a copy of the company-s Certificate of Incorporation as
evidence that the company is an existing registered company as at the date of application. Note that persons who
do not submit the Certificate of Incorporation at the time of submission of EOI-s will be given a maximum
of two weeks to submit their Certificates of Incorporation. The Certificate must be in the name of the applicant.
9. Tenders are advised that the Certificate of Incorporation referred to at paragraph 4 above means a Certificate of
Incorporation issued under the 1985 Companies Act of Barbados or where applicable a Certificate of Continuance
and/or Certificate Amalgamation. Certificates must be dated after December 31, 1984.
10. APPLICANTS SHOULD BE AWARE THAT THE LABOUR CLAUSES (PUBLIC CONTRACTS) ACT CAP.
349 SHALL, IN SO FAR AS IS APPLICABLE TO TENDERER APPLY TO ANY CONTRACT MADE IN
RESPECT OF THE TENDER. FULL DETAILS OF THE CONDITIONS OF ACT, CAP. 349 MAY BE
OBTAINED FROM THE GOVERNMENT PRINTER, GOVERNMENT PRINTING DEPARTMENT, BAY
STREET, ST. MICHAEL, BARBADOS. TENDERERS SHOULD SUBMIT THE CERTIFICATE REQUIRED BY
PARAGRAPH 3 OF THE SCHEDULE TO THE ACT WITH THEIR TENDER.
11. The successful applicant will be required to enter into a Contract drawn up by or in a form approved by the Solicitor
General or another Legal Officer in the Public Service approved by her. A surety for the due performance of the
contract will be required by one of the methods listed below:-
(a) by way of a deposit with the Treasury of a sum of money or approved securities to the value of not less than ten
percent of the contract price; or
(b) by way of a Bank or accredited Insurance Company whose liability shall be not less than ten percent of the
contract price; the cost of obtaining such a surety shall be the responsibility of the applicant who need not
specifically make arrangements for sureties unless and until his tender has been accepted.
12. Any firm incorporated outside of Barbados, which is awarded a contract, will be required to be registered in
Barbados as an External company under the ‘Companies Act of Barbados-.
