BACKGROUND AND JUSTIFICATION:

Like other forms of sexual violence, it is very difficult to know the number of children and adolescents who are victims of commercial sexual exploitation. The same could be said for the case of trafficking and trafficking of children, whether for the purpose of sexual exploitation or for other modern forms of slavery, such as the use of children and adolescents in domestic work or in begging schemes. forced

In 2014, a study based on direct observation of 210 places in Santo Domingo and the eastern and northern regions of the country, finding that one in 10 people in the sex trade in the Dominican Republic was a minor (out of a total of 1, 816 people observed, 181 were under 18 years of age) [1] . Of course, this observation refers to public places and does not account for direct contacts made clandestinely by street vendors, informal tour operators, taxi drivers, with "customers".

On the other hand, a study carried out in 2016, in five municipalities of Santo Domingo, San Pedro de Macoris and La Altagracia, on knowledge, attitudes and practices related to sexual exploitation [2] concluded that, in those places, " the existence is indisputable of sexual exploitation of children and adolescents in each and every one of these, in full view of all, having an effect in public places, a situation that is well known to the community, which translates into a generalized social tolerance " . The social tolerance towards sexual exploitation is evident in that almost a third of those interviewed in said study indicated that "their community accepts this practice".

Also, 45% of the adolescents interviewed responded that they knew a child or adolescent who had sex in exchange for money or gifts. Likewise, 45% of the adolescents interviewed knew places or areas in which these relationships were carried out. At the same time, 86% of all respondents (adults and adolescents) responded that they would report the crime to the authorities if they were aware of any case that was occurring.

The objective of the Programmatic Component for the Protection of Children of the 2018-2022 Program is to support the efforts of the Dominican Republic to guarantee children and adolescents the exercise of their rights to identity, to live in a family and to be protected against all forms of violence, abuse and discrimination, as provided for in the International Convention on the Rights of the Child (CRC) and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). This includes efforts to investigate and punish the sexual exploitation of children and adolescents, in collaboration with the Attorney General's Office, CESTUR, CONANI, the Judiciary, the National Police, the private sector, civil society and the communities.



SPECIFIC OBJECTIVE:

Under the supervision of child protection specialists, corporate alliances and communication of

UNICEF Dominican Republic:

1. Provide technical assistance to local governmental and non-governmental UNICEF partners in the Dominican Republic for the prevention and prosecution of the sexual exploitation of mines, children and adolescents.

2. Support the placement and distribution of materials for the No Excuses campaign in Boca Chica.

3. Encourage the process of involvement and motivation of a wide range of allies in the Colonial Zone to raise levels of awareness against the sexual exploitation of children.

ESTIMATED DURATION OF THE CONTRACT:

The hiring will be between August 20, 2018 and December 23, 2018. (This date may change due to the duration of the hiring process).



V OFFICIAL OFFICIALS INVOLVED:

Transportation, lodging and food costs for official travel within the country will be paid against invoices as stipulated in the travel policy for consultants.



PAYMENT CALENDAR:

The consulting will be paid according to the following schedule:

§ 30% to the approval of the first monthly report (September 20).

§ 30% to the approval of the third monthly report (November 20)

§ 40% to the approval of the fifth monthly report (December 10)



INDICATORS OF PERFORMANCE:

The performance of the work will be evaluated based on the following indicators:

§ Termination of the tasks / activities established in the terms of reference.

§ Compliance with the established delivery deadlines.

§ Quality of work (accuracy, understanding and demonstration of high standards of work with UNICEF and the partners involved).

UNICEF reserves the right to cancel the contract and / or retain all or a portion of the payment if the policies and regulations on confidentiality, ethics and processes of UNICEF and its partners are not obeyed, performance is unsatisfactory or work / deliverables are incomplete., are not delivered or delivered past the established deadlines.



SUPERVISION OF THE CONTRACT:

The consultant will be supervised by the Child Protection Specialist of the Dominican Republic.



TERMS OF SERVICE:

§ Domicile in the city that corresponds to the consulting point: Santo Domingo.

§ The consultant must have his own computer and other related equipment to carry out the services of this contract.

§ UNICEF will only provide a mobile phone to cover the communication expenses related to the exercise of this consultancy.



OTHER SPECIAL CONDITIONS:

The consultant must respect the impartiality and independence of UNICEF and the United Nations in connection with this contract and must not seek or accept instructions from anyone other than UNICEF. For the duration of this contract the consultant should refrain from any conduct that may reflect negatively on UNICEF or the United Nations and should not engage in any activity that is incompatible with the instructions, policies and procedures of UNICEF. The consultant must exercise discretion in everything related to this contract.



QUALIFICATIONS & SPECIALIZED KNOWLEDGE

§ Education

§ Higher academic education in social work, human rights, psychology, sociology, law, international law or another branch of the social sciences.

§ Experience

§ Minimum experience of 2 years in the field of rights and protection of boys and girls.

§ Experience in fieldwork, representation, advocacy for the fulfillment of the rights of children and adolescents against abuse, exploitation and violence will be an advantage.

§ Knowledge, Competence and Skills

§ Good coordination and judgment skills for decision making.

§ Excellent interpersonal skills and ability to interact with authorities, members of the private sector, communities and civil society.

§ Knowledge of the child protection system of the Dominican Republic and the "Convention on the Rights of the Child".
