HIRING OF CONSULTANCY AND PROJECT MANAGEMENT SERVICES FOR PRIORITY INFRASTRUCTURE DEVELOPMENT WITH LAND RECLAMATION COMPONENT: INTERNATIONAL AIRPORT AND SUPPORT INFRASTRUCTURE
The Consultant will be selected by the PGC using the criteria below:
1. The Consultant must have development experience in land reclamation as an enabling platform for public infrastructure. It should also have an established track record in advising public and private sponsors, multilateral and bilateral institutions, and/or Philippine national agencies and LGUs in the development and implementation of high-value infrastructure or development projects with a value of at least USD400 Million per project.
2. The Consultant-s key professionals, advisors or personnel must have at least ten (10) years of professional experience in his/her field of expertise including but not limited to land reclamation development (for infrastructure and/or property development); airport, transport and urban development planning; design & engineering; project management and construction supervision; project finance; and financial and economic analysis.
3. The Consultant must be supported by and associate with, or should be on its own, a reputable international airport technical advisory, management or engineering firm with proven international experience and expertise in the following relevant fields: airport business planning and management; O&M of an international airport hub with at least a 4-Star Airport rating and passenger traffic of at least 40 MPPA; airport facility management and maintenance; ORAT; airport design check and construction supervision with a total project cost of at least USD2 Billion; commercial and non-aeronautical business development; passenger experience and service quality; training; aviation security, safety, compliance and IT systems; airport support infrastructure and facilities.

1. Authority of Signing Official and/or Representative;
2. Valid DTI business name registration and/or SEC Certificate;
3. Valid Mayor's Permit
4. Organizational Structure;
5. PAG-IBIG (HMDF) Accreditation;
6. SSS Accreditation;
7. Valid PhilGEPS Certificate;
8. Valid Tax Clearance;
9. BIR Income Tax Payment for CY 2017 and 2018; VAT Payments for 2019;
10. City/Municipal Payment for Mayor's Permit for CY 2018 and 2019;
11. Auditor's Statement with BIR stamped-received for CY 2017 and 2018;
12. Statement of all completed government and private contracts for CY 2017 and 2018;
13. Certified True Copy of the contract (by Notary Public) of at least one project, which is/are similar in nature; with amount of at least 50% of the ABC (with proof of payment/transaction);
14. Statement of On Going Projects;
15. Net Financing Contracting Capacity (NFCC), and
16. Omnibus Sworn Statement.
17. Other documents as may be required.
The Provincial Government of Cavite reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
