However, despite decades of strong work in these sectoral areas, inequity remains. While progress is being made, something different is required to accelerate progress towards not just long term and sustainable development improvements. One way of driving significant impact for the most vulnerable and excluded children who may still be left behind is the strategic application of information and communication technology for development (T4D).

The Innovation and ICT teams of UNICEF Malawi seek a T4D Officer to support the country office in piloting, scaling and mainstreaming the use of open-source, mobile and ICT technologies, in order to strengthen real-time data collection, monitoring, reporting and communication across programmes and operations for development and humanitarian response. The consultant will provide technical support to programme sections, implementing partners, government and other relevant stakeholders in the deployment, revitalization and/or maintenance of UNICEF-supported T4D projects, including but not limited to Health & HIV (Results160/RemindMI), Communication (U-Report), Education (EduTrac), Nutrition (CMAM Commodities Tracking System) and Child Protection (mCVSU, mPVSU).

How can you make a difference?

Under the direct supervision of the Innovation Specialist with a technical reporting line to the ICT Specialist, the T4D Officer is responsible for providing technical expertise on the assessment, rollout and maintenance of ICT interventions into UNICEF programming. S/he will act as primary administrator of RapidPro applications and provide T4D oversight functions and technical ICT support to sections as needed, including information security policy, procedures and risk analysis. S/he will also help build the internal capacity of programme staff to maximize the use of T4D tools through training, planning, monitoring and evaluation of project activities, requirements, analysis and progress reporting.

Main Responsibilities and Tasks:

· Provide ICT technical support and coordination of the transition of hosting from the internal UNICEF data center to third party co-location, cloud or CHISU. This includes providing appropriate technical support for the procurement of the required hardware, connectivity, software and other requirements including negotiating appropriate service contracts with the selected service providers.

· Provide technical support for contracting, setup, configuration, testing and administration of SMS and other multi-channel aggregation service including facilitation of the migration/transition of the current short codes from Airtel and TNM to the identified third-party aggregation services in-country.

· Coordinate the work of external vendor/s, government and other stakeholders, while providing appropriate/required technical support for the deployment of a scalable and sustainable RapidPro instance for Malawi (health) information systems including Results160, RemindMi among others.

· Provide direct technical support to the revitalization of Results160/RemindMI as priority deployments under the RapidPro real-time monitoring scale-up project. This will include technical support for gathering end-user requirements following a human-centered design (HCD) approach, requirement analysis and documentation, user experience testing, acceptance testing and quality assurance roles.

· Provide direct technical support to Child Protection's mCVSU and mPVSU applications, particularly to support the transition from the current commercial SMS broadcasting toolset to the RapidPro toolkit including putting in place a migration plan/strategy that ensures business continuity for currently ongoing case tracking.

· Provide direct technical assistance and backstopping support to Malawi's U-Report programme including administration of the U-Report deployment (RapidPro and U-report dashboards), setting up polls, among other U-Report administration tasks as determined by the U-Report Manager and Innovation Specialist.

· Provide direct technical and ad-hoc support to Nutrition Section's CMAM Commodities Tracking System and Education Section's EduTrac.

· The consultant shall routinely provide technical assistance to end-users of UNICEF supported T4D platforms including attending to routine help-desk requests, administration of user accounts, troubleshooting and optimization of usage. In addition, the consultant shall provide technical training and capacity building for end users including participation in the development and continuous improvement of end-user manuals and other T4D projects documentation to maximize and optimize usage of UNICEF supported T4D platforms.

· Provide technical guidance for the Malawi Data Intelligence Platform and related innovations. This will include working with relevant partners, domain experts and vendors to identify appropriate technologies including hardware, software and standards for handling, hosting, processing and maintenance of geo-data and other datasets/toolsets currently under investigation by the MCO.

To qualify as an advocate for every child you will have…

· A first-level university degree in Computer Science, Software Engineering, Information Technology, Information Systems Management, Innovation, Business Administration, or related field is required. An advance university degree (Masters) is an advantage.

· A minimum of 3 years of progressively responsible work experience in identifying, designing and implementing solutions for large-scale T4D/ICT projects including working with and/or supervising software developers and engineers. Good understanding of set-up and administration of ICT services, networks and mobile services.

· Experience with ICT hardware, mobile phones and web-based technologies in Africa, particularly designing, deploying and maintaining tools appropriate to low-bandwidth environments.

· Prior hands-on experience in open source, mobile and emerging technology (e.g. RapidSMS, RapidPro) applied to public health or humanitarian response is extremely desirable Expert knowledge or interest in one of these areas is advantageous: Mobile Health or DHIS2 and other information management systems

· Knowledge on human-centred design thinking approaches, information systems, requirements analysis and software development is a huge advantage.

· Experience in other technical areas, i.e. network administration, support services management, messaging, database administration and data visualization.

· Experience in training and capacity building are desirable.

· Fluency in English is required. Knowledge of a local language is an asset.
