Tenders are invited for Construction Works for the Rehabilitation of Bridges.

Contract Title: Construction Works for the Rehabilitation of 3 bridges (Mara'ay, Al-Hawd, Al-Muthana 1st bridge), Nineveh Governorate/ Iraq. The Ministry of Construction, Housing, Municipalities and Public Works (MoCHMPW) has

received financing from KfW within the frame of the 'German Credit Facility to assist the Return of IDP's in Iraq (GCFI)'. The fund includes the rehabilitation of 3 bridges in the Nineveh Governorate, Iraq. Further rehabilitation activities for additional bridges in the Nineveh Governorate and the southern part of the Baghdad-Mosul road will be tendered as well under the "Quick Wins Project Roads and Bridges". MoCHMPW now invites for sealed bids from eligible bidders for the implementation of rehabilitation works. The bridges were partially destroyed and require surveys and detailed design works as well as repair, cleaning and rehabilitation works to restore the traffic. The rehabilitation works shall be completed within 6 months in total including i.a. the following tasks:

1. Mara'ay Bridge

The site is located on Mara'ay Valley, connecting Mosul with Al-Qayara. The rehabilitation works are to be completed within 6 months, including:

- Demolition, dismantling and removal of the existing steel structure including abutments and foundation from the original bridge;

- Excavation of soil (filling) and transporting of rubble, debris and earth soil from the project site;

- Construction of a new concrete bridge with 24m spans (total 48m), new foundation (concrete piles) and abutments;

- Construction of asphalt base layer on approaches and asphalt pavement on the entire bridge;

- Installation of handrails, stormwater discharge/ gullies and lighting and road marking.

2. Al-Hawd Bridge

The site is located inAI-Kasab Valley near Al-Hawd Township, connecting Mosul with Al-Qayara. The rehabilitation works are to be completed within 6 months, including:

- Removal of soil embankment between damaged spans; - Removal of damaged span, including cleaning and removing of the damaged concrete

parts from the river path; - Transporting rubble and debris from the project site;

- Repairing damaged parts of columns, cross-head beams, concrete pads, and girders for the bridge;

- Replacing damaged bridge bearings (e.g. rubber pads) and installing new concrete girders; -Casting new concrete forthe deck slab, sidewalks and fascia and installing new expansion joints, handrail, guardrail, stormwater discharge; - Paving the entire bridge.

3. Al-Muthana 1st bridge
The site is located on Al-Khoser River, connecting Hay Al-Jaza'ar with Hay Al-Muthana. The rehabilitation works are to be completed within 5 months, including:

- Demolition and lifting of damaged spans; - Transporting rubble and debris from the project site and river path;

- Repairing damaged parts of columns, cross-head beams, concrete pads, and girders of the bridge;

- Replacing damaged elastomeric bearing pads;

- Rehabilitation of the concrete girders for the first span (S1);

- Casting new concrete deck slab, sidewalks and fascia; - Installing new expansion joints, handrail, guardrail, lighting poles, drainage system for
the damaged parts of the bridge; and

- Repairing the approaches and asphalt paving of the entire bridge.
Bidding will be conducted be means of the International Competitive Bidding procedure as specified in the KfW Guidelines for Procurement of Goods, Works and associated Services in Financial Cooperation with Partner Countries ("KfW Guidelines") as single stage procedure with post-qualification for admeasurement works contracts. To be eligible the bidder (single entity or JV) has to demonstrate sufficient financial and personnel capabilities as well as construction experience in the region or similar contexts, inter alia according to following criteria:

-Minimum average annual construction turnover of one million five hundred
thousand EUR (1, 500, 000 EUR) or equivalent calculated as total certified annual
payments received for contracts in progress and/or completed for financially
strongest five (5) years starting from year 2010. - Experience under construction contracts
for a minimum of four (4) projects
substantially completed during the years 2010 - 2018.

-Minimum of two (2) similar contracts between 1st January 2008-1 and application of minimum value of one million EUR (1, 000, 000 EUR)orequivalent. -Minimum of two (2) references of contracts completed and/or under implementation (substantially competed) for construction experience in the following key activities successfully completed:

* Rehabilitation and construction of bridges as steel and concrete structure

* Detailed Design for Roads and Bridges

office hours (08:00 to 15:00 hours) at the address given below.

A complete set of bidding documents is available in English language to interested eligible bidders for purchase against a payment of a non-refundable fee of IQD 500, 000 (five hundred thousand IQD) at below mentioned location. The method of payment will be cash payment only; a hard copy will be delivered to the authorized person of the Bidder.

Bids must be delivered to the address indicated in the clause ITB 22.1 of the bidding document on or before 28/01 /2019 at

11:00h local time Baghdad (GMT+3). Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated

representatives. Electronic bidding will not be permitted. A pre-bid meeting will be held on
14/01/2019 at Ministry of Construction, Housing,

Municipalities and Public Works / Roads and Bridges Directorate (RBD) at 10am local time Baghdad (GMT+3). Interested bidders are requested to registertheir participation 5 days prior to the meeting date. All bids must be accompanied by a Bid Security of twenty-five thousand EUR (25, 000 EUR).
