The tender will be judged under the conditions set out in article LP 235-2 of the Polynesian Public Procurement Code. Only offers written in French will be analyzed. The evaluation of the most economically advantageous tender will be analyzed and selected after a classification taking into account the following criteria, according to the following weighting: the technical value (criterion 1) on 50 points, the amount of the bid (criterion 2) on 50 points, ie a score of the offers on 100 points.

The technical value of the offer (criterion 1) is based on the analysis of the technical memorandum and any annexes provided by the company.
Since this memory is specific to each batch, sub-criteria for judging the technical value are defined for each batch.

The sub-criteria for the judgment of the technical value of lot 1 - maritime works are:
A. Means in personnel and materials made available for the site: 9 points;
B. Organization and execution studies: 4 points;
C. Description of methods: 21 points;
D. Description of supplies: 8 points;
E. Safety and environmental protection: 6 points;
F. Maintenance: 2 points.

The sub-criteria for the judgment of the technical value of lot 2 - civil engineering of the technical room are:
A. Means of personnel and materials made available for the site: 8 points;
B. Organization and implementation studies: 6 points;
C. Description of methods: 20 points;
D. Description of supplies: 10 points;
E. Safety and environmental protection: 6 points.

The sub-criteria for the judgment of the technical value of lot 3 - process are:
A. Means in personnel and materials made available for the site: 6 points;
B. Organization and execution studies: 8 points;
C. Description of methods: 15 points;
D. Description of supplies: 10 points;
E. Safety and environmental protection: 6 points;
F. Maintenance: 5 points.

The sub-criteria for the judgment of the technical value of Lot 4 - Secondary network are:
A. Means of personnel and materials made available for the site: 6 points;
B. Organization and execution studies: 4 points;
C. Description of methods: 25 points;
D. Description of Supplies: 5 points;
E. Safety and environmental protection: 10 points.

This technical score is subsequently weighted in order to allow the bid with the highest technical score to obtain, if it is not already the case, the maximum number of points on this criterion as follows: Corrected Technical Score = (Technical score obtained / Best technical score before correction) x 50.

The price (criterion 2) will be evaluated as follows: Financial score of the bid under consideration = (Lowest bid amount / Bid amount examined) x 50.

Each offer obtains a final score on 100 points corresponding to: Final score of the bid under review = Corrected technical score + Financial score.
On this basis a ranking of the offers will be made.

All companies are invited to participate in the call for tenders.
