Tenders are invited for Construction of a SWAC for the Air-Conditioning of the Hospital Center of French Polynesia on the Island of Tahiti.

Purpose of the contract: Construction of a system for the production of frigories from a deep-sea oceanic drawdown (SWAC) for the air-conditioning of the hospital center of French Polynesia on the island of Tahiti
This market includes the implementation of four separate lots: Lot 1: Maritime works; Lot 2: Civil Engineering of the Local Technique; Lot 3: Process; Lot 4: Secondary network.
Applicants are allowed to submit an offer for one, several or all lots. There is no limitation on the number of lots for which a candidate may submit an offer or the number of lots that may be awarded to a candidate.

Turnaround times, including preparation periods and complete refurbishment, are indicated below for each lot: Twenty-one (21) months for lot 1: Marine works; Thirteen (13) months for lot 2: Civil Engineering of the Local Technique; Twenty-one (21) months for Lot 3: Process; Twenty-one (21) months for Lot 4: Secondary Network.

F. Maintenance: 5 points.

The sub-criteria for the judgment of the technical value of Lot 4 - Secondary network are:

C. Description of methods: 25 points;
D. Description of Supplies: 5 points;
E. Safety and environmental protection: 10 points.

This technical score is subsequently weighted in order to allow the bid with the highest technical score to obtain, if it is not already the case, the maximum number of points on this criterion as follows: Corrected Technical Score = (Technical score obtained / Best technical score before correction) x 50.

The price (criterion 2) will be evaluated as follows: Financial score of the bid under consideration = (Lowest bid amount / Bid amount examined) x 50.

Each offer obtains a final score on 100 points corresponding to: Final score of the bid under review = Corrected technical score + Financial score.
On this basis a ranking of the offers will be made.
